Also attached is the current project spreadsheet developed by the Sewer, Water, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to planned underground work on the same street. Doug Mayo, PE, City Engineer SUBJECT: 2010 Capital Improvement Projects: 2nd Quarter INTRODUCTION This Quarterly Report information is intended to provide an overview of. the 2nd Quarter for capital projects scheduled for 2010, including current project status, milestones, and any new developments that may significantly alter the schedules or costs of the projects. This narrative report `includes Water /Irrigation Division and Wastewater Division Capital Improvement Projects along with the Engineering Division. II CAPITAL IMPROVEMENT PROJECTS RAILROAD GRADE SEPARATIONS; LINCOLN AVENUE (& MARTIN LUTHER KING JR. BLVD.) 1ST STREET TO 1ST AVENUE; PHASE 2. This project consists of re- constructing Lincoln Avenue so the roadway will pass beneath the existing BNSF railroad tracks. It also includes constructing a bridge for Front Street that will bridge over Lincoln Avenue. Phase 1 of this project, which relocated utilities for both underpasses, was completed in the fall of 2007. All of the right -of -way required for both underpasses has been acquired. Phase 2 of this project, which constructs the Lincoln Avenue underpass, was awarded to Apollo, Inc. of Kennewick, on February 3, 2010. Construction began in March and this Phase should be completed in about 15 months. Lincoln Avenue traffic was detoured onto MLK (reconfigured for two way traffic) on June 2, 2010; the BNSF shoofly was completed at the end of June. Partial excavation for the Lincoln Avenue Underpass, along with construction of the secant pile wall and bottom seal have begun. Design of Phase 3, the MLK underpass, is 95% complete and, with the favorable bidding environment, the funding shortfall for this phase is less than $2,000,000. We anticipate getting the remaining funds and hope to go out to bid on the MLK underpass in late 2010 or early . 2011. With this scenario construction would begin on MLK once the Lincoln Avenue Underpass is complete. • ♦. WASHINGTON AVE 0 NUE-BNSF BNSF CROSSING UPGRADE This project consists of upgrading the signals and improving the track crossing by installing new concrete crossing pads. The work is to be constructed by BNSF. A Notice to Proceed was sent to BNSF on August 5, 2009. BNSF has installed the new crossing signal. They have not yet replaced the track panels. This should be completed during the next couple of months. ♦ Project completion date: 3 Quarter FY2010 EAST NOB HILL BLVD. & FAIR AVENUE INTERSECTION RECONSTRUCTION Design for the complete intersection project has been funded by federal STP funds. The full project will consist of widening the intersection and installing a new mast -arm signal. The southeast corner frontage improvements were constructed as part of the Fiesta Foods development, using SIED and REET 2 monies for a portion of the cost. Due to design demands on the Engineering Division for funded construction projects this project design will be used as .a filler project for engineering designers. ♦ Project design completion date: This 'filler work' will extend into 2010. YAKIMA VALLEY TROLLEY BARN & MUSEUM PRESERVATION Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval has been received to make repairs to the west and south walls and crane system. Bids to make repairs to the trolley barn were received on March 12, 2010, with G.M. McClure construction submitting the low bid of $119,786.88. The majority of the work outlined in the plans has been completed. During construction, other needed repairs were noted, which have been added to the project. It is anticipated that construction will be completed in late July. Other rehabilitation items include repair and upgrade of the barn include masonry repairs and installation of fire and smoke alarms in the substation and the barn. Depending on funds, the scope includes restoring portions of the 6 -mile track and overhead wire system that were not previously done as parts of other projects. ♦ Project completion date: 3rd Quarter FY2010. O 2 WILLIAM O. DOUGLAS TRAIL, 6TH AVENUE & BRIDGE DECK CROSSING • This State Enhancement Grant project constructed a 10 -foot wide asphalt pathway along the west side of 6th Avenue from Hathaway, approximately 0.8 miles in length, which ties into the Greenway,pathway. This new pathway connects the Fruitvale Boulevard • area to the Greenway path at the Naches River and will also provide a pedestrian /bike linkage to the WestTowne Center — Riverside Mall. The 6th Avenue pathway project was advertised on January 13, 2010 and bids were opened on February 3, 2010. Belsass and Smith, out.of Ellensburg, submitted the low bid of $259,165. Construction.began on March 15th and has been completed. We are investigating our limited options for expending remaining funds. • Project completion date: 4th Quarter FY2010. WILLIAM O. DOUGLAS TRAIL BRIDGE RESTORATION AND TRAILHEADS The purpose of this State Enhancement Grant project was to restore the YVT Naches River Bridge including cleaning, rust removal and painting, along with filling in William O. Douglas Trail gaps by acquiring right -of -way adjacent to nineteen private parcels and to add interpretive signing. The right -of -way plans detailing the needed property acquisition for the pedestrian /bike pathway have been approved by.WSDOT ® and right of way acquisition nearing completion. Some of the owners of the properties that were included in the original right -of -way plans are not willing sellers, so we have modified the location of the trail and right -of -way plans. We have executed an agreement allowing us to hire Yakima County to help us in the acquisition of the parcels in the Cowiche Canyon. Long Painting Co. completed cleaning and painting the YVT Trolley Bridge in October of 2009. • Project completion date: 4th Quarter FY2010. . PUBLIC WORKS PARKING LOT RECONSTRUCTION PROJECT A 2007 budget policy identified the need for $1,000,000 to complete the three-year program to replace and restore the subgrade and pavement at the Public Works Complex using six identified funding sources. $300,000+ was budgeted in each year from 2007 through 2009. During the fall of 2008, $600,000 of pavement and fencing improvements were made to the yard, which replaced the asphalt in the worst condition. The Engineering Division, within the next month, will advertise a project to repair a sunken concrete slab in the bus barn, install a sanitary sewer line to treat wash • 0 water and upgrade the storm drain facilities on Public Works property. • Project completion date: 4th Quarter FY2010. • 3 WEST NOB HILL BLVD., 50th AVENUE TO 64th AVENUE The City competed for a TIB grant at the end of August, 2008 but was unsuccessful. We have since selected Huibregtse Louman & Associates (HLA) through competitive interviews to begin design of the . project in anticipation of Federal.or TIB funding. HLA is close to design completion. We have completed the right of way acquisition process with monies acquired as part of the Wal -Mart development agreement. The project construction remains unfunded at this time. There is potential for $950,000 from a possible JOBS bill but we continue to pursue other sources of revenue. o Project completion date: To Be Determined. WEST NOB HILL BLVD., 64th AVENUE TO 72nd AVENUE This project received a $950,000 grant from the American Recovery and Reinvestment Act (ARRA). The project consists of making the frontage improvements on the north side and portions of the south side of Nob Hill in conjunction with the Wal -Mart /Walgreens improvements (additional lanes). These improvements consist of curb, gutter, sidewalk, street lighting and stormwater runoff treatment. Granite Northwest, Inca began constructing this project on September 1, 2009. This project has been completed. o Project completion date: 2 Quarter 2010. COOLIDGE AVENUE, 80th AVENUE to 88th AVENUE This roadway reconstruction project was partially funded when it was a County roadway. With the annexation of this area we received the County's developer contributions in the amount of $213,388 along with a $150,000 Corridor Mitigation Air Quality (CMAQ) grant. The City competed for and received another CMAQ grant for an additional $389,000. The project design is 98% complete and the right of way has been certified. We are in the process of getting the construction funds obligated, and it is anticipated that the project will advertise for bids during the week of July 21st. Construction will include a paved road, curb, gutter and grading for sidewalk on the north side of Coolidge, along with the installation of a sanitary sewer pipe from 86th Avenue to 84th Avenue. Sidewalks and streetlights will be completed at the time of adjacent property development at the developers' expense. • Project completion date: 3rd Quarter 2010. 4 r SOUTH 16TH AVENUE & WASHINGTON AVENUE INTERSECTION . - This project consists of widening and realigning the intersection to meet the new alignment and construction of. Valley Mall Boulevard. Design is approximately 95% complete. Right -of -Way has been acquired from all but two parcels (Ding Ho Restaurant and the Airport). We are in the process of receiving possession in use for the Ding Ho property and are close to resolving the issues with the airport. We anticipate advertising for bids in August. Funding of $1.1 Million is through a Transportation Improvement Board (TIB) grant with local match of $300,000 from REET 2 funds. • Projected completion date: 4th Quarter FY2010. SUMMITVIEW & NORTH 66TH AVENUE This project consists of building a new traffic signal and the addition of a left turn lanes on Summitview Avenue and 66th Avenue. The design of the project is complete and the needed right of way has been acquired. Overhead utility relocation is .scheduled to occur in July, and the project advertised for bids on July 14. Funding of $350,000 is through a 2008 G -0 bond. (A 2009 budget addition added $330,000 for the addition of 0 the left turn lane on Summitview. This changed the project scope and extends the project duration due to additional survey needs; increased design needs and the addition of the right -of -way acquisition process.) We have had one public meeting for the neighborhood and general community. ♦ Projected completion date: 4th Quarter FY2010. NOB HILL BLVD. OVERPASS REPAIR This project consists of making necessary maintenance repairs to the overpass structure through a public works project. In October 2007, HDR Engineers inspected the overpass and recommended correction of deficiencies found that included, but was not limited to, repairing several of the concrete wall and column caps; injecting epoxy -grout into column cracks that were found in several columns; fiberglass wrapping of several columns; repair all bearing pads; clean, epoxy coat and epoxy grout exposed rebar; replace the joint membranes between bridge sections; and, repair the worst parts of damaged hand railings. Mowat Construction was awarded the project and began working on August 17, 2009. All of the work has been completed, except for minor cleanup. The project has been 0 completed. . ♦ Projected completion nd � ompletion date: 2 Quarter FY2010: • 5 . CAPITOL THEATRE PRODUCTION CENTER, PAVILION & PLAZA: PHASE I - Capitol Theatre - Production Center The Production Center (attached to the back of the Capitol Theatre facility) will facilitate the unloading and loading of semi- trucks delivering show equipment, upgrad€ required for computerized lighting, staging and sound; address the need for prop and equipment storage; and parking facilities for production trucks. This also includes a base layout including all lighting and electrical equipment for a 400 seat, flexible, "Black Box" theatre on the second floor. This project is approximately 80% completed. Interior & exterior completion are taking place at this time. PHASE II — Capitol Theatre - Pavilion Development of the SE Corner 3 St. & Yakima Ave. This project is pending funding. PHASE III — Pedestrian Plaza Development of a pedestrian plaza and lobby extension by closing 3rd Street to vehicular traffic between Yakima to Chestnut Avenues. This project is pending funding. TRAHO Architects is the architect for the Project. Leone, Keeble & Moen, a Joint Venture, is the competitively selected contractor for the project and oversees 29 types of subcontracted construction. The updated construction budget, including all design, inspections, fees and construction is set at $6,725,232. s Projected completion date of Phase I: 3 quarter FY2010 KIWANIS PARK, UPPER PARK This project consists of building three Little League baseball fields including field lighting, restroom facilities, a volleyball court, a basketball court and parking lot. Kiwanis club purchased the property adjacent to the existing Kiwanis Park, cleared the property and donated the property to the City of Yakima. Funding includes $500,000 from a Recreation in Conservation Office (RCO) grant plus local funding. The Kiwanis Club has constructed the basketball court and installed new restroom facilities. The project to construct parking spaces along Maple Street was advertised on July 1, 2010 and bids will be opened on July 22. Design of the remaining facilities is ongoing. • Projected completion date: To Be Determined RICHARDSON FIELD CLEANUP AT YAKIMA AIRPORT. This project consists of removing and replacing approximately 2,250 cubic yards of contaminated material. This project is 90% funded by a site cleanup grant that the City received from the Department of Ecology. The project was awarded to Tri- Valley Construction for $151,269 in late October. The project has been completed. Projected was completed: 1St quarter FY2010 6 • • UNDERGROUND STORAGE TANKS AT YAKIMA AIRPORT. The City received a second site cleanup grant from the Department of Ecology to locate, assess and develop a plan to remediate, if necessary, contamination remaining from previously removed underground storage tanks. The project has been completed; wells are in place for monitoring into 2010. o Projected assessment completion date: 4th quarter FY2009; (monitoring ongoing) DOWNTOWN FUTURES INITIATIVE PHASE 4: 8TH STREET and "A" STREET This project is a continuation of the Yakima Downtown Futures Initiative and was - funded with $1.5 million of state fund and federal funds ($1 million from a Washington State Department of Commerce grant and $500,000 of Community. Development Block Grants, CDBG). The limits of this new project include: Both sides of 8th Street between "A" Street and Chestnut and the north side of "A" Street from 6th Street to 3 Street. Along 8th Street project construction includes new sidewalk, pedestrian street lighting (historic style, 13 foot tall lights with dual planter arms), trees and tree grates, tree lighting, an automatic irrigation system, wheelchair ramps and new curbing as needed. Along the 0 Yakima Convention Center the alignment of 8th Street will curve easterly away from the Convention Center allowing for an adjacent 7,000 sq. ft. outdoor plaza for facility use. Bids for the 8th Street project were opened on June 8, 2010, with the low bid of $589,339 • . being submitted by Belsaas and Smith. Construction began on July 12, 2010. Along A" Street project construction includes new sidewalk, pedestrian street lighting (historic style, 13 foot tall lights with dual planter arms), trees and tree grates, tree lighting, an automatic irrigation system, wheelchair ramps and new curbing as needed. The Engineering Division is nearing final design for the project. The project was advertised for bids on June 21, 2010. o Projected completion date: 3rd quarter FY2010 • J 0 OTHER TASKS SERVICE TO OTHER DIVISIONS Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations; updating irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Public Works Divisions and Public Works facilities, Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing Division, etcetera. We recently provided engineering assistance for: • Convention Center: reroofing, partition recovering and stucco repairs. • Capitol Theatre Remodel: provide design and construction oversight for this project. Consultant selection for GC /CM has been completed. • Several small drainage improvement projects. • Fire Station Remodeling Project: review and coordination. O 8 Water /Irrigation Division Capital Improvements Projects • General 308 Irrigation System Phase 3 /Stage 3 Improvements This project consists of replacing irrigation main and services in the General 308 Irrigation District.: The limits of the project are from South 2nd Street to South Fair Avenue and from East Pine Street to East Yakima Avenue. Huibregtse, Louman Associates completed the design and the project was bid on October 7, 2009. A total of ten bids were received, with the low bid of $804,956.71 being offered by Apple Tree Construction Co.,` LLC, Yakima. Construction began in November and has been completed and accepted on June 1, 2010. Final contract price was $750,570.57. The project replaced approximately 12,000 feet of irrigation main, along with 325 new services. City Irrigation crews also replaced approximately 4,000 feet of irrigation main and replaced 92 services in the General 308 System s Project completion date: 2 Quarter FY2010. Capitol Hill Irrigation System Phase 1 Improvements 0 This project consists of replacing irrigation main and services in the Capitol Hill Irrigation District. The limits of the project are from South 12th Avenue to South 18th Avenue and from MaClaren Drive to Summitview Avenue. Huibregtse, Louman Associates, Inc. completed the design and the project was bid on September 30, 2009. A total of ten bids were received, with the low bid of $922,348.60 being offered by TTC Construction, LLC, of Yakima, WA. Final ' contract price was $968,837.84. Construction began in November and has been completed. Project acceptance is scheduled for July 20, 2010. The project replaced approximately 14,000 feet of irrigation main, along with 314 new services. s Project completion date: 2nd Quarter FY2010. Fruitvale Canal Pipeline Improvements The project will replace an open ditch irrigation wasteway /canal with a piped irrigation line along East H Street from North 6 Avenue to North 9 Street. Huibregtse, Louman Associates, Inc. has completed a preliminary, report providing a preliminary design and project costs. Project design is underway and is expected to be completed early 2010. The project will be broken into phases and be bid as funding for construction becomes 0 available, including potential grant or other outside funds. s Project completion date: On- going. 9 Gardner Park Domestic Well The project installs a new 3,000 gpm domestic well in Gardner Park, located at Cornell Avenue and West Pierce Street. Construction on the project began January 2009. The well was drilled to a depth of 1,328 feet. Well screen and casing has been installed and pump testing of the well has been completed. Golder Associates has begun the design for the new pump station for the well site and is approximately 95% complete. The project report, construction approval and source approval documents have been submitted to the Department of Health. The pump station is expected to be competed and the well on line mid - 2010. ♦ Project completion date: 3 Quarter FY2010. Water System Plan Update The last Water System Plan was completed in March 2004, an update must be completed every six years. This project will update the current plan by providing current information on the existing water system infrastructure, production and consumption data, future demand forecasting, water use efficiency, operation and maintenance, future capital improvements, rate structure and revenue forecasting. Thomas Coleman, PE Consulting Services has been hired to complete the plan update in coordination with City staff and the Department of Health. ♦ Project completion date: 4th Quarter FY2010. Water Treatment Plant Backwash Recycle Upgrade The project will replace the unlined backwash recycle pond with new lined recycle • • ponds. Huibregtse, Louman Associates is developing a preliminary design recommendation and report to submit to the Department of, Health for approval. We also submitted a 2010 Drinking Water State Revolving Fund (DWSRF) Application, which was not approved. Funding sources will continue to be pursued to complete the project. ♦ Project completion date: 4th Quarter FY2011. O 10 0 East Viola Avenue. (I 82.Crossing) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part 'of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway. Huibregtse, Louman-Associates has begun the design and is approximately 90% complete. The project will . be constructed as funding becomes available. ♦ Project completion date: On- going. General 308 Irrigation System Phase 4 /Stage 1 Improvements This project consists of replacing irrigation main and services in the General 308 Irrigation District. The limits of the project are from North Naches Avenue to North 8th Street and from East A Street to East F Street. The project will also 41) replace a portion of the transmission main located along Hwy 12 west of North 40th Avenue. Huibregtse, Louman Associates completed the design survey and is currently working on design. Construction is anticipated to begin November, 2010 and be completed by March 2011. City Irrigation crews will also replace approximately various portions 'of the irrigation main and services in the General 308 System. • Project completion date: 2nd Quarter FY2011: Capitol Hill Irrigation System Phase 2 Improvements . This project consists of replacing irrigation main and services in the Capitol Hill Irrigation District. The general limits of the project are between South 7th Avenue and South 12th Avenue, West Yakima Avenue and Tieton Drive. Huibregtse, • Louman Associates completed ' the design survey and is currently working on design. Construction is anticipated to begin November, 2010 and be completed by March 2011. ♦ Project completion date: 2nd Quarter FY2011. 0 1, . . . . . Wastewater Division Capital Improvements Projects Digester Cover Replacement g p ment Project This project was. contracted in the 1St Quarter of 2009 and construction began in the 2nd Quarter of 2009. The project includes the replacement of the three secondary digester covers with new membrane gas holder covers; replacement of secondary cover blowers, air piping, Motor Control. Centers - (MCCs), local control panel and associated digester system accessories; improvements to the Secondary Digester Control Room,and Primary Digester electrical Room; replacement of the existing Dissolved Air Flotation Thickener (DAFT) mechanical system, improvements to plant SCADA system, sludge piping improvements; modifications to the plant electrical distribution system and; dredging of an existing storage lagoon. The Dredging of the old lagoon is complete and replacement of the existing DAFT has been completed and was commissioned the second week in April. The digester covers have been replaced and startup will begin in the 3rd Quarter of 2010. • Project completion date: 3 Quarter FY2010 Collection System Repairs 410 Engineering designed the repairs and put a package of bid alternates together that went out to bid the 4 Quarter of 2009. Construction began in and was completed the 1St Quarter of 2010 completed. The project consisted of the replacement of a sanitary sewer Man Hole at N 2nd ST and E D ST, repair of a lateral from W D ST to the South side of W Lincoln Ave, and repair of the lateral from W Nob Hill BLVD (just West of S 16th AVE) to W Prasch Ave. We are looking at adding a repair to this project for addressing the Sewer line bottle neck at 3rd and Pierce also. • Project completion date: 1st Quarter FY2010 Second Phase of the Speedway Race Street Interceptor The Engineering Division is designing the remainder of the Speedway Interceptor that will eliminate Race and Beech Street Lift Stations and extend a 36 inch sewer main to the sewer main at 8 Street and Beech at the Washington Middle School. The exact Route is being planned and will be determined by the ability to get a Franchise from the Wash. St. Dept. of Transportation along I -82. Construction will be phased and may begin this year. We have submitted the Franchise application and are waiting to here if WSDOT approves this prior to any further design. • Projected project completion date: 4th Quarter FY2011. 12 Wastewater Facility TMDL (Struvite) Project ' III Initial design concepts ,cepts are being evaluated and Pharmer Engineering has been selected for this assistance. This project will begin reducing our nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Dept. of Ecology. Required construction will include the fabrication and installation of a reactor to harvest phosphorous and the installation of 8 mixers in the aeration basins to augment nutrient removal through the reactors. ♦ Projected project completion date: 2nd Quarter FY2011. Wastewater Facility_ and Collection System Plan Update and initial Stormwater Comprehensive Plan. The last Water System Plan was completed in February 2004. This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. 0 With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan .update. A consultant will be selected in the 3rd quarter of 2010 to develop these plans. e Project completion date: 2nd Quarter FY2012. Levee set back Project and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plan restoration which will include the Wastewater Treatment Plant to relocate or develop a new wastewater outfall. Alternative will be evaluated to select a new outfall location. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. ♦ Project completion date: 4th Quarter FY2012. .• . . . . 13 FY2009/10 PRIVATE PROJECTS Listing private developer projects shows the amount of private projects that are "on the books" and pending or under construction with some (not all shown) that go back several more years.
