ITEM TITLE: Consideration of Request from North Front Street Improvement Association to
Fund Tree Trunk Guard Improvement

SUMMARY EXPLANATION:
The North Front Street Improvement Association has requested consideration for the City to purchase
tree trunk guards for the trees installed by the Phase I Downtown Yakima Futures Initiative (DYFI)
project. Nearly $100,000 remains as "savings" in the Phase I project. The tree trunk guards were
eliminated from the Historic Block element of the project, along with some other features and elements,
to accommodate higher project expenses involving concrete prices.
0 The DYFI Council Committee considered this request at its February 27, 2008 meeting and moved to
send this on to the full Council with a "do pass" recommendation. There are 42 trees to protect. We
projected initially that $10,000 should have been sufficient for this request. However, the Purchasing
Division has researched appropriate quote options to prepare for ordering in the event that the full
Council approves the request. As the attached quote research from Purchasing indicates, the $2,700
in shipping pushes the total price to $13,232.

Council at the $10,000 level with the caveat that the total price is $3,000 higher than discussed with
DYFI.

The distributor for the tree guards is NW Playground, which has a State of WA Contract.
This allows us to order from them without seeking additional quotes.
Last week I called and the price they gave me for 4f. tree guards is as follows:

Dear Maria,
George Pechtel informs me that there are 42 trees needing the guard assembly. We should probably order
2 extra in case of future damage, also. thank you for your assistance on this matter. Let me know when you
have some comparables for us to look at to accomodate bid and procurement requirements. When Council
approves the procurement of the tree guards on March 18th ($10,000 limit), we may be ready to order!

Subject: Historic district project
As president of the north front street improvement association, I would like to
petition the city to complete the project in the district. As you are aware, due to
the oversite with regards to the alley concrete, our project went forward with no
contingence. With out the contingence money, some work items needed to be removed
from the wish list, work scope, as we uncovered issues that needed to be addressed.
Consequently, when it came time for alley landscape and the tree trunk guards there
was simply no money available to complete these items. I want to take this time to
express my appreciation for the Public Works crew who pullled some funds out of the
air and did some minor landscape in our alley so that we were not left with plain .
old rocks and bare dirt. As you know, we here in the district have never been
afraid to roll up our sleeves and put forth sweat equity to make something happen.
As such,- if the city would purchase the tree guards, we would assemble a work party
and install the trunk guards ourselves. I don't know if we want to take on the
landscaping, there is the Garden Girl I suppose. This request is not a very
significant cost and would complete the district design as prepared by Julia Walton
for us and the city. We were told that if monies were saved in the west yakima
project that our request would be given due consideration. Mike said that it
appeared that there is 300k plus in savings the project and the NFSIA believes it is
the appropriate time to make our request. If you would like, Corday and myself
would be glad to make an appointment with you and Mike to discuss this issue. I
look forward to hearing from •you in the near future.

Re: Unspent Funds From Downtown Futures Initiative.
Dear Mr. Zais:
I understand that there are unspent funds from the recently completed East Yakima
portion of the Downtown Futures Initiative.
There are 3 items that were not funded in the Historic District due to the omission of the
concrete work in the alleyways of the Historic District.
The 3 unfunded items are:
1. Barrier curb on the south side of the east — west alley way that was promised to
Bob Snyder in consideration of using 3' of his property for landscaping on the
south side.
2. Landscaping on the east side of the north -south alleyway between the alley and
the city /county parking lot.
3. Metal Tree Trunk Guards for the District.
To the existent possible, we request that these funds be used to complete the Historic
District portion of this project.
