Monday, March 3, 2008 2:00 p.m. City Manager's Conference Room . Council present: Dave Edler, Norm Johnson, Rick Ensey City staff present: Dick Zais, Dave Zabell, Bill Cook, Chris Waarvick, Ray Paolella, Jeff Cutter, Lare Watters, Doug Mayo, Charlie Hines, Sue Ownby Guests: Joe Walsh /Central WA Home Builders Dave Edler was selected to be the chairman of the committee. Status report on letter of utility availability • A draft Application for Letter of Utility Availability was reviewed by the Council Economic Development Committee at their meeting on February 6, 2008. The Economic Development Committee requested that Bill Cook discuss the application with Joe Walsh at Central Washington Home Builders. After receiving input from Mr. Walsh, the 110 item was added to the Intergovernmental Committee agenda to be considered as part of the development standards issue. At the Council Intergovernmental Committee meeting, Mr. Walsh noted that Yakima County has developed a site plan checklist that is available on their website. He would like to see the City's utility availability letter on the City's website when it is finalized. Also, he suggested that the City and County should coordinate so that the City's utility information is included in the County's development checklists and process. Mr. Walsh also requested further review of the two "one- year" deadlines that are in the current draft of the application, indicating that it would be difficult for some projects to meet that deadline. Staff was directed to check with the County on the status of their checklists and to conduct further discussions with Mr. Walsh. The draft application will be placed on the agenda for the Council Economic Development Committee when it is ready for further review. Crown Pointe • • Jeff Cutter reported that we continue to wait for the Hearing Examiner's response to our request for reconsideration of the SEPA appeal for the Crown Pointe subdivision. Coolidge Road Staff reported receiving some calls about dust on Coolidge Road. Discussion ensued • regarding funds that were collected by Yakima County to pave Coolidge. • • • UGA Issues It was determined that a good next step in the UGA process would be for Mayor Edler tc contact Yakima County Commissioner Mike Leita to facilitate further talks. It wa: pointed out that while everyone agrees that the relationship between the City and the County has improved and has become a good working relationship, we have failed tc make substantial progress on common development standards. Also, at the Januan 2008 Intergovernmental Committee meeting, Mr. Leita agreed that the County wil formally revisit the City's proposed UGA boundary adjustment before the end of thi: year. Dick Zais suggested that after Mayor Edler meets with Commissioner Leita, the goal would be to set up a regular meeting schedule for the Intergovernmenta Committee for the next six or seven months. Purchasing Assessment Sue Ownby reported on the status of the National Institute of Governmental Purchasing Inc. joint City /County administrative purchasing assessment. The assessment wa, approved by Council on February 5. They are currently in the process of gatherinc information and plan to have the study ready for City review this May. Dick Zais mentioned that the City and County are ready to begin serious conversation: about other functions to be considered for joint operations.
