YAKIMA CITY COUNCIL MINUTES
August 27, 2024

5:00 PM City Council Study Session —conducted in person and remotely via Zoom.
1. Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers
Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy
Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra
2. Public Comment (allow 15 minutes)
Joe Mann, downtown business owner, spoke in support of local landmarks including the
Capitol Theatre, the Fruit Row historic designation and the trolleys. He also welcomed new
City Manager Vicki Baker.
Gregory Johnsen, New York City resident; Barbara Walker, Yakima resident; and, Paul
Edmondson, City resident, spoke in favor of the local trolley.
Joe Daniels, City resident, spoke regarding race relations and the local judicial system.
Mayor Byers expressed sympathy to Mary Anderson and appreciation for Ron Anderson,
former Yakima County Commissioner, who recently passed.
3. Study Session Items
A. Trolley week proclamation
Mayor Byers proclaimed the week of August 25 through August 31 as "Yakima Valley
Trolley Week" and Ken Johnsen accepted the proclamation.
B. Draft Recognition of Fruit Row National Historic District and Yakima Harvest Month
Proclamation
Planning Manager Trevor Martin presented this item to City Council and described the
historic significance of the warehouse district, including being one of the largest west of
the Mississippi River.
MOTION: Deccio moved and Brown seconded to approve the proclamation. The
motion carried by unanimous vote.

C. Council Nominating Committee recommendations regarding appointments to boards,
commissions, and committees
Assistant Mayor Brown reported on the August 8, 2024 Council Nominating Committee
meeting. The Nominating Committee recommended the following appointments:
• Lisa Graham - Henry Beauchamp Jr. Community Center Advisory Board
• David Brown - Public Facilities District Board
•Annaka Yockey - Parks and Recreation Commission youth position
MOTION: Deccio moved and Brown seconded to approve the Council Nominating
Committee recommendation. The motion carried by unanimous vote.
D. Residential parking
In light of recently enacted parking rules, several residents of downtown Yakima identified
concerns related to parking issues. Lieutenant Chad Stephens, Yakima Police
Department, presented an overview of the current City parking ordinances and permit
regulations. Residential street parking permits are assigned in designated areas and do
not guarantee a parking spot, they only exempt permit holders from the timed parking
restriction. Lt. Stephens proposed angled street parking on S. 4th Street in front of
Chestnut Manor, on Chestnut Avenue on the south side of Chestnut Manor, on the east
side of S. 4th Street adjacent to the Transit Center, and on the east side of S. 3rd Street
from Yakima Avenue to the alley.
Additionally, Legal staff will review other sections of the code and potential future
amendments related to visitor placards for downtown businesses and other administrative
changes.
4. Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
regular meeting on September 3, 2024, at 5:30 p.m. in the Council Chambers at City Hall.
The motion carried by unanimous vote. The meeting adjourned at 5:31 p.m.
