Also, included is the creation of a Municipal Court Cashier position for Municipal Court. This ordinance includes the following changes: • 1. Title changes for Sewer Maintenance Specialist I, II, Crew Leader, and Supervisor changed to Wastewater Maintenance Specialist I, 11, Crew Leader, and Supervisor; and Environmental Analyst changed to Pretreatment Supervisor. 2. Reallocation of Wastewater Maintenance Specialist I from Pay Range 10.5 ($2,468.22 - $2,951.81) to Pay Range 13.5 ($2,816.61 - $3,381.67) 3. Creation of the Crime and Intelligence Analyst Supervisor classification and allocated to Pay Code 967 ($6,480.81 - $7,877.85) 4. Creation of Crime and Intelligence Analyst classification and allocated to Pay Range 19.0 ($3,613.93 - $4,338.45) 5. Creation of Environmental Compliance Specialist classification and allocated to Pay Range 21.0 ($3,958.86 - $4,752.71) 6. All recommendations are subject to the City Council review and approval. Subsection 2.2O.11OA of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of May 18, 2008. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The study included Internet research, review of salary survey comparables with both outside and internal job classifications, and input from Steve Gottlieb, Executive Director, Alpha Group Center for Crime and Intelligence Analysis. As the City of Yakima confronts budget and operational challenges, the Yakima Police. Department must find new and innovative ways to re -focus its resources in order to continue meeting the needs for public safety and security. The Yakima Police Department is looking at finding ways to identify problems and focus tactical resources in both immediate crisis and long -term problems. Real crime analysis is a significant ingredient for this transition. Crime analysis is a systematic, analytical process that currently does not exist at the Yakima Police Department. Full-time crime analysis will be able to dictate the day -to -day allocation of resources. The creation of these positions dedicates resources to review daily calls for service and identify patterns and trends that indicate the type of crime levels by date, time and place. By reviewing the information submitted through the department's records management and communication systems, the analyst can pin point patterns and trends. 41) Yakima Hr /csinfo /classspec /crimeanalyst 1 ri 1 i n , 1 1994 ■ Based upon data discussed in this report, we recommend that the 411 classification of the Crime and Intelligence Analyst Supervisor be established and allocated to the. City's Master Ordinance at Pay Code 967 ($6,480.81 - $7,877.85) and the classification of Crime and Intelligence Analyst be established and allocated at Pay Range 19.0 ($3,613.93 - $4,338.45). RECOMMENDATIONS The Municipal Code, Section 2.20.030, and Civil Service Rules both require certain actions be taken when allocating a position to a certain pay range. Included in those actions are the consideration of pay rates of other similar or related classes; the availability of personnel to do the job; prevailing wage rates, both locally and in similar jurisdictions; and the City's financial policy and economic conditions. The recommendation for allocation of Crime and Intelligence Analyst Supervisor to Pay Code 967 and Crime and Intelligence Analyst Pay Range 19.0 is based upon these requirements and discussed henceforth. Since these are new classifications and this study has not been performed as a reclassification action, they should be filled by competitive announcement under Civil Service Rules and Regulations. DUTIES AND RESPONSIBILITIES SUMMARY: The new classification of Crime and Intelligence Analyst Supervisor will supervise the daily operations of the Crime Analyst Unit including work of technical and professional staff. As such, the person will use a variety of techniques to obtain, classify and secure crime analyses and related resources for the purposes of crime prevention. They will supervise associated staff; prepare and monitor unit budget; maintain a variety of statistics for departmental use and prepare written reports and council reports. Work will be performed with considerable latitude allowing for independent judgment and initiative and be reviewed through results attained, staff and user feedback, direct observation and consultation. Specific duties are reflected in the proposed class specification. The new classification of Crime and Intelligence Analyst will work under the general direction of the. Crime and Intelligence Analyst Supervisor. This person will review, categorize, and code all crime reports, additional reports and field contact reports to extract - modus operandi, suspect and crime trends. Duties include performing standard searches and methods for suspect and modus operandi correlation and to prevent loss of information: The person will need to be proficient in data - entry /formatting, database Hr /csinfo /classspec /crimeanalyst • management and software programs. Specific . duties are reflected in the proposed class specification. COMPENSATION ANALYSIS: Because the new classification of Crime and _Intelligence Analyst Supervisor is a union - exempt classification, a factoring analysis was not conducted. Also since the City of Yakima currently has a number of supervisory classifications with similar levels of responsibility an external salary comparison (salary survey) was not conducted. The salary recommendation is based on an internal comparison only. . The Crime and Intelligence Analyst Supervisor will perform similar duties to that of Deputy Director of Accounting and Budgeting at Pay Code 967 ($6,480.81 - $7,877.85). The Crime and Intelligence Analyst Supervisor will develop and maintain Tactical, Strategic, Administrative, and Operational analytical capabilities for the Yakima Police Department and be familiar with Intelligence Led Policing, Problem - Oriented Policing, Community Policing and Comp Stat Policing Models. In addition, this person is responsible for developing and analyzing data related to various elements of ill criminal activity. supervisory Within the Police Department a numbe r of and/or management classifications exist including the Police Captain, Police Lieutenant and Police Sergeant. All are uniformed officers and all are or may be involved in securing information for statistical crime analysis. The Police Captain is allocated to Pay Code 966 ($6,810.14 - $8,269.57) as is the Deputy Fire Chief; the Police Lieutenant is allocated to Pay Code 968 ($6,4.01 - $7,506.92) as is the Fire Battalion Chief; and the Police Sergeant is in a bargaining unit and compensated at Pay Code 540 ($6,115.08 - $6,416.67). None of these classifications are considered a good match to the Crime and Intelligence Analyst Supervisor. With regard to the classifications noted above, while each has administrative responsibilities, none require the education and specialized certification as the proposed classification. Due to the education and specialized certification requirements, it is recommended to allocate this position to Pay Code 967 ($6,480.81 $7,877.85). In arriving at a recommended level of compensation for the second new classification of Crime and Intelligence Analyst, internal and external comparisons were used as well as a point factoring analysis. 0 Hr /csinfo /clas ssp ec /crimeanaly st Factoring Analysis: A factoring analysis was performed resulting in a factored range of 19.0. It must be remembered that a factoring analysis primarily is used as a general placement or allocation of a classification and that it is generally subjective in nature while using an objective analysis tool. Internal Comparisons: Currently, there are eight classifications at the proposed pay range and only one was a fairly close match. The proposed classification will perform similar duties to the City's Public Records Officer at Pay Range 19 External Comparisons: A salary survey for the cities of Spokane, Boise, Vancouver, Kennewick, Portland, Lakewood, Colorado, and the counties of Spokane and Clark were used. The average of the comparables was $3,572 - $4,806. Due to the strong correlation of responsibility between the proposed duties for the Crime and Intelligence Analyst and the current Public Records Officer, a Pay Range of 19.0 ($3,613.93 - $4,338.45) is proposed. RECOMMENDATION: Based on the foregoing, it is recommended: 1. A new classification be created and titled, Crime and Intelligence Analyst Supervisor and be allocated to Pay Code 967 ($6,480.81 - $7,877.85); 2. The new position is a Municipal Court Cashier position, and classified as an exempt position, as are all positions within the Municipal Court. A Court Cashier is responsible for clerical duties within the court clerk's office. These duties involve "front counter customer service" duties in a court setting. Examples of such duties are receipting fine payments, recalling bench warrants, entering both infraction and criminal citations and assembling court files, setting court dates for defendant's, adjudicating cases when the defendant has failed to appear at a scheduled traffic infraction hearing or failed to respond to a traffic infraction and reporting this information to the Washington State Department of Licensing, and directing the public and parties to the correct . courtroom. The cashier would also be cross - trained in courtroom clerking for civil infraction cases In creating this new position, the court hopes to achieve the following ' objectives: o Exercise a more efficient use of existing human resources e Create opportunities for professional development to promote staff retention III Realize budget savings from reallocation of existing funds The purpose of this memorandum is to explain the rationale behind the Court's Yakima Itilkail decision to create a new classification of court employee with less pay and less responsibility than a Municipal Court Clerk. This explanation will begin with an 11 J, 1494 historical overview of the creation of the Municipal Court in 1997 and will demonstrate • that the development of diverse job duties in the ensuing years warrants reallocation of available resources to better serve the public. HISTORICAL OVERVIEW The Municipal Court was created in 1997 in response to state legislation mandating that cities bear the cost of all phases of adjudication of municipal traffic and penal codes including criminal prosecution at arraignments, pre -trial hearings, jury trials, bench trials, sentencing hearings, and probation supervision, and incarceration. Before this legislation, the Yakima County District Court had designated judges, courtrooms, and other resources on a rotating basis to adjudicate city cases. After a year - long extensive study at the direction of City Council, it was determined that the City of Yakima would be better served by creating an independent Municipal Court. This decision was based not only on fiscal considerations, but also on the notion that local courts are more attuned to and thus, more responsive to local criminal justice issues. At the court's inception, the caseload warranted at least one full time judge and one part time commissioner. Available resources dictated that the five municipal court clerks, including a court services manager, would be responsible for the comprehensive support of court operations both in the courtroom and in the clerk's office. Out of necessity, all clerks were cross - trained to perform the diverse array of duties encompassing all aspects of court support both in and out of the courtroom. As the caseload continued to grow and resources did not, the court services manager was often required to serve as an in- court clerk in addition to directly supervising the daily operation of the court. A deputy court services manager position was created to delegate some of the supervisory and administrative duties to a senior court clerk. The deputy court services manager also maintained the duties of an in -court clerk. During these "growing pains ", in 2001, the original part time commissioner position was replaced by a second full time elected judge position, and shortly thereafter, the facility was remodeled to add a second full service court room, expand the clerk's office, add a jury assembly room and create an office area for building security staff. The deputy court services manager position was vacated in 2005 when the employee relocated out of state. The position was left vacant but funded, to preserve the opportunity to fill this mid - management position as conditions dictated. Caseload increases and more demanding administrative duties for the court services manager caused the court to reevaluate the efficacy of a deputy court services manager and explore the reallocation of those funds to line staff positions in an effort to enhance the delivery of court services to the public. MORE EFFICIENT USE OF EXISTING HUMAN RESOURCES As the court caseload continues to grow, the court continues to create more dockets dedicated to address similar types of cases in an effort to streamline efficiency and to accommodate sometimes competing interests such as police witness scheduling, correction officer transport issues, attorneys, both public and private who practice in this court, and of course, the public. Examples of these specialized dockets are the Court Appointed Attorney In Custody Plea Docket, the Jury Trial Disposition Docket, and the Suppression Motion Docket, and the Failure to Comply with Probation Docket. In January of 2008, the court was able to fill the part time court commissioner funded by the three tenths of one percent criminal justice tax. This enabled the court to add additional dockets to redistribute the number of cases scheduled at each court session to more effectively manage the caseload and to reduce clerk overtime as court sessions routinely are not concluded within the prescribed work hours. As dedicated dockets develop, the need for more technically proficient in- court clerks in these discreet areas becomes more apparent. The responsibilities of an in -court clerk include complex professional technical skills that are often the result of months of intense instruction, mentoring and on the job experience. A proficient in -court clerk is one who has a comprehensive working knowledge of not only the municipal court, but also the entire local criminal justice system of which it is an integral part. The proposed court cashier position will not require the panoply of complex skills, the comprehensive criminal justice knowledge base, nor the rigorous training investment essential of in -court clerks. In short, the creation of an entry- level clerk cashier position would allow the court to create distinct employee classifications based on a hierarchy of ascending qualifications and skills. PROFESSIONAL DEVELOPMENT AND STAFF RETENTION The creation of this entry- level court cashier position would also provide a vehicle for training within the municipal court and the potential for upward mobility into a court clerk position if an aptitude for that higher level of skill and responsibility were demonstrated. That is why a component of limited courtroom clerking for infraction hearings is included in the duties of the court cashier. Reclassifying the court positions by skill and responsibility also distinguishes those who have attained proficiency in the more technical court clerk positions by paying wages commensurate with qualifications. This is often a factor in staff retention. REALIZATION OF BUDGET SAVINGS The court intends to reallocate the funds from the vacant deputy court services manager position to fund the proposed court cashier position. The deputy court services manager position will remain vacant, but not funded in anticipation of continued growth in court operations and the possibility that this position may become viable once again. • The Deputy Court Services Manager pay range is for Step A is $43,970.00 and is currently included in the 2008 budget. The pay range for the Court Cashier position would have to be created, as a new classification of Exempt employees, as all court staff is exempt employees. The suggested pay code is 990 of the Municipal Pay Ordinance which is equivalent at its top step to the second step of a Municipal court clerk position. This pay rate was decided upon after consulting with Human Resources and quantifying the enhanced duties of a Municipal Court Cashier to fit within the existing 988 exempt pay scale. Any surplus funds will be left in the unfilled Deputy Court Services Manager position as a place marker, in the event conditions change and warrant once again, the filling of that position. The last time a reallocation took place, all other positions within ® the Wastewater Collection's workgroup received appropriate pay upgrades, but not the Specialist I. At the time, the Specialist I position was left out and not adjusted with the others due to vacancies in the position. It is difficult to recruit qualified individuals for the Specialist I position at such a low pay range.
