Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn (present at 5:34 p.m.),Danny Herrera and Leo Roy (attending remotely via Zoom) Staff: Interim City Manager Dave Zabel!, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra 2. Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3. Interpreter Services Mayor Byers introduced Jorge Villaserior who announced interpreter services are available in Spanish. 4. Public Comment Joey Anderson, District 2 resident, spoke regarding recent landlord issues and Code Compliance matters. Javier Gonzalez, City resident and Lowcos Car Club representative, requested a two-hour extension for the August 10'h cruise night event to allow for community building efforts. Jennifer Schlenske, Executive Director of Justice Housing Yakima, provided an update regarding environmental and neighborhood concerns relating to the Cottage Hill Place housing construction project. Tim Smith, City resident, spoke in opposition to the Cottage Hill Place housing construction project due to environmental concerns. 5. Open Discussion for the Good of the Order A. Administration of Oath of Office to City Manager Victoria Baker City Clerk Ibarra administered the Oath of Office. Ms. Baker spoke to Council and the community regarding her hopes and plans while serving in this role. 6. Council Reports August 5, 2024—Yakima City Council Meeting Minutes Page 1 of 5 380 A. National Health Center Week Proclamation Mayor Byers proclaimed the week of August 4-10, 2024 as "National Health Center Week". Rhonda Hauff(Yakima Neighborhood Health Services) and Christy Trotter (Yakima Valley Farm Workers Clinic) expressed their appreciation and accepted the proclamation. Ms. Hauff invited Council to a community health fair festival. B. Letter of Support for Coalition Against Bigger Trucks Councilmembers reviewed draft copies of letters of support to Senator Maria Cantwell, Senator Patty Murray, and Representative Dan Newhouse asking that they not approve a federal proposal to increase the weights and dimensions of tractor-trailer trucks on our roads. After discussion, MOTION: Brown moved and Deccio seconded to approve the draft letters of support as presented. The motion carried by unanimous vote. 7. Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 7C was removed from the Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Brown moved and Deccio seconded to approve the consent agenda. The motion carried by a 7-0 roll call vote. A. Approval of minutes from the July 16, 2024 City Council regular meeting and July 23, 2024 study session B. 2024 2nd Quarter Financial Report C. Item C was removed from the Consent Agenda. D. Project Completion and Contract Acceptance for Northbank Civil and Marine Inc for the Nelson Dam Removal Phase 1 Project IC2010 E. Resolution authorizing an agreement with HLA Engineers and Surveyors for Engineering Services for the Pedestrian Bridge over Wide Hollow Creek at West Valley Community Park RESOLUTION NO. R-2024-141, A RESOLUTION authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services for the Pedestrian Bridge project over Wide Hollow Creek at West Valley Community Park. F. Resolution authorizing an agreement with KONE Inc for elevator maintenance services for City of Yakima conveyances August 5, 2024—Yakima City Council Meeting Minutes Page 2 of 5 381 RESOLUTION NO. R-2024-142, A RESOLUTION authorizing an agreement with KONE Inc for Elevator Maintenance Services for City of Yakima conveyances. G. Resolution authorizing Task Order 2024-01 with HLA Engineering and Land Surveying, Inc. to provide engineering services for City of Yakima Project No. SC2819 - 2025 Wastewater CIPP Rehabilitation of Rudkin Road Trunk Sewer Main RESOLUTION NO. R 2024-143, A RESOLUTION authorizing Task Order 2024-01 with HLA Engineering and Land Surveying, Inc. to provide engineering services for City of Yakima Project No. SC2819—2025 Wastewater CIPP Rehabilitation of Rudkin Road Trunk Sewer Main. Items Removed from the Consent Agenda C. Set date of August 20, 2024, to consider a Notice of Intent to Commence Annexation - East Yakima Business Area. MOTION: Brown moved and Deccio seconded to approve Item C. The motion carried by unanimous vote. The public meeting date was set for August 20, 2024. 8. Public Hearings 9. Department Items A. Resolution approving a Memorandum of Understanding between the City of Yakima Police Department, Jordan Detection K9 and Operation Underground Railroad for the purpose of implementing an "Electronic Storage Detection" (ESD) canine program Yakima Police Sergeant Ryan Yates presented information about implementing an Electronic Storage Detection canine program. The City Clerk read the resolution by title only. MOTION: Deccio moved and Herrera seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2024- 144, A RESOLUTION approving a Memorandum of Understanding between the City of Yakima Police Department, Jordan Detection K9 and Operation Underground Railroad for the purpose of implementing an "Electronics Storage Detection" (ESD) canine program. B. Resolution authorizing the Kroger Opioid Settlement City Attorney Sara Watkins briefed the Council on the proposed resolution to participate in the Kroger opioid settlement agreement. The City Clerk read the resolution by title only. MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. Resolution authorizing a renewal of the Tourism Promotion Area Administration agreement with Yakima Valley Visitors & Convention Bureau Interim City Manager Zabell briefed the Council on the proposed resolution to renew the Tourism Promotion Area agreement with updated requirements, effective January 1, 2025. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2024-146, A RESOLUTION authorizing a renewal of the Yakima Tourism Promotion Area Administration Agreement with Yakima Valley Visitors and Convention Bureau. D. Resolution authorizing an agreement with Timmons Group Geospatial Solutions and Trimble for the purchase of Computerized Maintenance and Asset Management Systems Fleet and Facilities Manager Kerry Jones briefed the Council on the proposed resolution. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2024-147, A RESOLUTION authorizing an agreement with Timmons Group Geospatial Solutions and Trimble for the purchase of Computerized Maintenance and Asset Management Systems. E. Resolution amending the Commercial & Investment Real Estate Purchase and Sale Agreement with the Greater Yakima Chamber of Commerce Interim City Manager Zabell briefed the Council on the proposed resolution extending the purchase and sale agreement closing date to October 31, 2024, to complete the required Phase 1 Environmental Assessment. The City Clerk read the resolution by title only. MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R- 2024-148, A RESOLUTION amending the Commercial & Investment Real Estate Purchase and Sale Agreement between the City of Yakima and the Greater Yakima Chamber of Commerce. F. Ordinance amending Yakima Municipal Code Section 1.80.040: Purchases without calling for bids- Exceptions Interim Finance Director Rosylen Oglesby briefed the Council on the proposed ordinance amending the City's public bidding threshold to $100,000 for purchases not August 5, 2024—Yakima City Council Meeting Minutes Page 4 of 5 383 involving public works projects and to align it with existing administrative policies. The City Clerk read the ordinance by title only. MOTION: Brown moved and Deccio seconded to pass the ordinance. The motion carried by a 7-0 roll call vote. ORDINANCE NO. 2024 021, AN ORDINANCE amending Yakima Municipal Code Section 1.80.040: Purchases without calling for bids—Exceptions. 10. City Manager Update Interim City Manager Zabell provided an update regarding the City's success in obtaining $3 million congressional spending grant for the Nelson Dam Project. Mr. Zabell acknowledged this being his last meeting as Interim City Manager and thanked the Council for the opportunity to serve in this role. He provided remarks regarding the positive direction of the City and the professionalism of City staff. Councilmembers and Senator Nikki Torres recognized Mr. Zabel) and expressed their appreciation. 11. Other Business Parks and Recreation Manager Ken Wilkinson spoke about the recent donation from the Yakima Valley Senior Citizens Incorporated (YVSCI) group for a new Fire System Control Panel at the Harman Center. Councilmembers acknowledged the fundraising efforts and contributions of the YVSCI group to the Harman Center over the years. MOTION: Deccio moved and Brown seconded to bring at a future council meeting a discussion of moving Council meetings to Monday nights when elections are on Tuesdays. The motion carried by unanimous vote. 12. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council regular meeting on August 20, 2024, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
