Matthews, Operations Supervisor of Neighborhood Development Services, (509) 575 -6101 SUMMARY EXPLANATION: The City Council awarded $400,000 to assist Catholic Charities Housing Services (CCHS) develop Rose of Mary Terrace Senior Apartments. The primary source of funding, for the $5 Million project are a Section 202 Senior Housing grant from HUD, and the Washington State Housing Trust Fund. Construction began in late 2007, and is nearing completion. In March 2008, CCHS staff requested additional CDBG funds due to several required project modifications that have led to cost overruns of $94,120.00 CED staff requested that CCHS identify which costs were due to infrastructure modifications required to build the project to a public standard versus a private development (the original plan). The balance of the cost overrun will be 0 paid by state sources. The total amount of those modifications, and CCHS' request for city funds, are $18,108.10, and consist of the following: • Upgrade private road lighting: $3,340.37 • Install additional sidewalk: $7,637.10 • Increase width of roadway: $6,580.00 • Separate meter pedestal for street lights: $ 550.63 This is an approved use of CDBG Economic Development funds This proposal was discussed at the meeting of the City Council's Neighborhood Development Committee on April 9, 2008; the committee recommended that this proposal be forwarded to the full Council for approval. R -2008- A RESOLUTION approving a $18,108.10 grant from the City's Community Development Block Grant program to the Catholic Charities Housing Services Rose of Mary Terrace senior housing project. WHEREAS, the City of Yakima is a recipient of federal Community Development Block Grant funds which may be used, among other things to assist housing benefiting low and moderate income families; - and WHEREAS, The City Council awarded $400,000 to assist Catholic Charities Housing Services (CCHS) develop Rose of Mary Terrace Senior Apartments; and WHEREAS, The primary source of funding, for the $5 Million project are a Section 202 Senior Housing grant from HUD, and the Washington State Housing Trust Fund. A grant of $18,108.10 in CDBG funds to the Catholic Charities Housing Services Rose of Mary Terrace senior housing project for the purpose of paying for said infrastructure modifications, is hereby authorized and approved. The City Manager is hereby authorized and directed to execute all necessary grant documents. Including a grant agreement, between the City of Yakima and the Catholic Charities Housing Services Rose of Mary Terrace.
