Executive Session
Executive Session to evaluate the qualifications of an applicant for public
employment pursuant to RCW 42.30.110(1)(g)
MOTION: Brown moved and Berg seconded to adjourn to Executive Session for 30
minutes to evaluate the qualifications of an applicant for public employment pursuant
to RCW 42.30.110(1)(g). The motion carried by unanimous vote.
Present for Executive Session: Mayor Patricia Byers, Assistant Mayor Matt Brown, and
Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera, and Leo Roy
Executive session was held at 5:03 p.m. and adjourned at 5:29 p.m.. The meeting was
called back to order at 5:30 p.m.
1. Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers
Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy

2. Pledge of Allegiance
Mayor Byers led the Pledge of Allegiance.
3. Interpreter Services
Mayor Byers introduced Jorge Villaserior who announced interpreter services are available
in Spanish.
Executive Session
MOTION: Brown moved and Berg seconded to adjourn to Executive Session for 30
minutes to evaluate the qualifications of an applicant for public employment
pursuant to RCW 42.30.110(1)(g). The motion carried by unanimous vote.
Executive session was held at 5:34 p.m. and adjourned at 6:00 p.m. The meeting was
called back to order at 6:00 p.m.

4. Public Comment
Joe Daniels, City resident, read a religious passage.
Anne Knapp, City resident and newly appointed Planning Commission member,
commented about the appointment and reappointment process for the Yakima Planning
Commission.
Luis Lopez, City resident of District 1, thanked Councilmember Leo Roy for his time during
recent tour of District 1 and for discussing issues in the neighborhood.
5. Open Discussion for the Good of the Order
A. Draft National Health Center Week proclamation
MOTION: Deccio moved and Brown seconded to approve the proclamation. The
motion carried by unanimous vote.
B. Council Nominating Committee recommendations regarding appointments to the Yakima
Planning Commission
Councilmember Deccio reported on the July 8, 2024 Council Nominating Committee
meeting. The Nominating Committee recommended the appointment of Arthur Salido
and Kevin Rangel to the Yakima Planning Commission.
After discussion, Council agreed to accept Assistant Mayor Brown's request to be
excused from the vote.
MOTION: Deccio moved and Berg seconded to approve the Council Nominating
Committee recommendation to appoint Arthur Salido and Kevin Rangel to the
Yakima Planning Commission. The motion carried 4-2 vote; Deccio and Herrera voting
no, Brown abstaining.

7. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item F was removed from the
Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion without
further discussion—see motion directly below.)
MOTION: Brown moved and Deccio seconded to approve the consent agenda as read.
The motion carried by a 7-0 roll call vote.
A. Approval of minutes from the July 1, 2024 and July 2, 2024 City Council special
meetings, July 2, 2024 City Council regular meeting and July 9, 2024 City Council study
session

C. Approve payment of disbursements for the period June 1-30, 2024
D. Resolution modifying the City Treasurer's Petty Cash and Change Funds (amending
Resolution R-2023-153 adopted November 21, 2023)
RESOLUTION NO. R-2024-126, A RESOLUTION amending Resolution No. R-2023-
153, adopted November 21, 2023 and authorizing the existence of Change Funds, and
other Petty Cash Funds, within the various Funds of the City of Yakima.
E. Resolution declaring up to $8.6 million in ARPA Funds as Revenue Replacement (Loss
Revenue)
RESOLUTION NO. R-2024-127, A RESOLUTION designating up to $8.6 million of
ARPA funds as Revenue Replacement.
F. Item F was removed from the Consent Agenda.
G. Resolution authorizing acceptance of Department of Transportation State Funding
grant award for 88th Ave Sidewalk Improvement Project
RESOLUTION NO. R-2024-129, A RESOLUTION authorizing acceptance of a state
grant from the Washington State Department of Transportation for 88th Avenue
Sidewalk Improvement Project.
H. Resolution authorizing acceptance of Department of Transportation State Funding
grant award for Naches River Bridge Repair Project
RESOLUTION NO. R-2024-130, A RESOLUTION authorizing acceptance of a state
grant with the Washington State Department of Transportation for Naches River
Bridge Repair Project.
I. Resolution authorizing the City Manager to execute an agreement with Govinvest to
provide a labor costing program for labor negotiations

J. Resolution authorizing award of RFP 12403P and execute agreement with The Hertz
Corporation for rental car concessions

K. Resolution authorizing an amendment to an airport lease agreement with CAS

L. Resolution authorizing a settlement agreement to resolve and settle the lawsuit
brought by Jonathan Manka and Tamara Manka
RESOLUTION NO. R-2024-134, A RESOLUTION authorizing the City of Yakima to
consent to a conditional settlement agreement entered into by Cities Insurance
Association of Washington ("CIAW') and Munich Reinsurance to resolve and settle
the lawsuit brought by Jonathan Manka and Tamara Manka.
M. Ordinance amending the 2024 Budget for the City of Yakima and making appropriations
from unappropriated fund balances within various funds for expenditure during 2024 for
various purposes (Second Reading)
ORDINANCE NO. 2024-019, AN ORDINANCE amending the 2024 Budget for the City of
Yakima; and making appropriations from Unappropriated Fund Balances within various
funds for expenditure during 2024 for various purposes.
Items Removed from the Consent Agenda
F. Resolution authorizing acceptance of Department of Transportation State Funding grant
award for 34th Avenue & Fruitvale Boulevard Roundabouts Project 2447
MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion
carried by a 7-0 roll vote.
RESOLUTION NO. R-2024-128, A RESOLUTION authorizing acceptance of a grant with
the Washington State Department of Transportation for the 34th/Fruitvale/River Road
Roundabouts Project 2447.

9. Department Items
A. Resolution authorizing an Agreement with Washington State Department of Transportation to
provide funding for improvements on the Downtown Transit Center
Assistant Transit Manager Greg Story briefed the Council on the proposed resolution to
accept grant funds for the needed improvements at the Downtown Transit Center and new
bus shelters. Interim City Manager Zabell recognized Senator King for his involvement in
assisting with reallocating the funding for this project.
The City Clerk read the resolution by title only.
MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-135, A RESOLUTION authorizing an Agreement with
Washington State Department of Transportation (WSDOT) to provide funding for
improvements on Downtown Transit Center and new bus shelters.

B. Resolution approving Lease Agreement and Memorandum of Understanding with
Comprehensive Healthcare for lease of City-owned property
City Attorney Sara Watkins summarized the proposed resolution regarding a lease
agreement with Comprehensive Healthcare for City-owned property. Comprehensive
Healthcare is working through a comprehensive plan amendment and rezone process to
operate a clinic on the the property.
The City Clerk read the resolution by title only.
MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-136, A RESOLUTION approving the Lease Agreement and
Memorandum of Understanding Between the City of Yakima and Comprehensive Healthcare.
C. Resolution authorizing a master agreement with MWA Architects for Architectural, Design and
Engineering Professional Services for the Terminal Building Modernization Project Phase 1 B,
2 and 3 at the Yakima Air Terminal-McAllister Field
Director of Yakima Air Terminal Robert Hodgman briefed the Council on the proposed
agreement with MWA Architects related to Terminal Building Modernization Project at the
Yakima Air Terminal-McAllister Field.
The City Clerk read the resolution by title only.
MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-137, A RESOLUTION authorizing a Master Agreement
contract for Architectural, Design and Engineering Professional Services with MWA
Architects, Inc. for the Terminal Building Modernization Project Phase 1 B, 2 and 3 at the
Yakima Air Terminal-McAllister Field.
D. Resolution approving and adopting the City of Yakima Strategic Priorities for 2024-2025
Interim City Manager Dave Zabell reported on the final plan of the City of Yakima Strategic
Priorities for 2024-2025. Staff recommends changing one goal from "Adopt sustainable
budgeting practices"to "Adopt reasonable budgeting practices". The plan communicates to
the public, staff and investors the priorities and direction of the Council. They include: 1) A
Safe and Healthy Yakima; 2) A Resilient Yakima; 3) A Thriving Yakima; and 4) An Engaged
Yakima.

MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-138, A RESOLUTION approving and adopting the City of
Yakima Strategic Priorities for 2024-2025.

E. Ordinance amending Yakima Municipal Code 9.50.290 - One-way Streets and Alleys for
Lewis Avenue
City Engineer Bill Preston briefed the Council on the proposed ordinance amending the
Yakima Municipal Code Section 9.50.290 to make Lewis Avenue a one-way southbound
street to increase the safety of vehicles and pedestrians.
The City Clerk read the ordinance by title only.
After Council discussion,
MOTION: Brown moved and Deccio seconded to pass the ordinance. The motion carried
by a 7-0 roll call vote.
ORDINANCE NO. 2024-020, AN ORDINANCE amending Yakima Municipal Code
9.50.290 - One-way Streets and Alleys.
10. City Manager Update
Interim City Manager Zabell shared a proposed draft letter to Pacific Power regarding their
Public Safety Power Shutoff program. The letter describes impacts of the "de-energizing
policy" and the City's interest in cooperating with Pacific Power to limit impact to the
community. It was Council consensus to send the letter to Pacific Power.
11. Other Business
Councilmember Herrera encouraged the community to vote for the Yakima Valley as Best
Wine Region in the U.S. award.
Executive Session
MOTION: Brown moved and Berg seconded to adjourn to Executive Session for up to 5
minutes to evaluate the qualifications of an applicant for public employment pursuant
to RCW 42.30.110(1)(g). The motion carried by unanimous vote. Mayor Byers announced
that the Council may take further action following the executive session.
Executive session was held at 6:50 p.m. and adjourned at 6:54 p.m. The meeting was called
back to order at 6:56 p.m.
MOTION: Brown moved and Berg seconded to select Vicki Baker as the City Manager of
the City of Yakima and direct staff to bring back a resolution and employment contract
on July 23, 2024, with an effective start date of August 8, 2024. The motion carried by 7-0
roll call vote.
12. Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
study session on July 23, 2024, at 5:00 p.m. in the Council Chambers at City Hall.
The motion carried by unanimous vote. The meeting adjourned at 6:58 p.m.
