June 26, 2024
Call to Order
Chair Liddicoat called the meeting to order at 3:01 p.m.
Roll Call
YPC Members Present: Chair Jacob Liddicoat, Vice-Chair Lisa Wallace, Jeff Baker,
Charles Hitchcock, Anne Knapp, Colleda Monick, Mary Place,
Philip Ostriem, Shelley White
YPC Members Absent: Leanne Hughes-Mickel, Frieda Stephens
Staff Present: Trevor Martin; Planning Manager, Sara Watkins; City Attorney,
Eva Rivera; Planning Technician
City Council Liason: Rick Glenn, District 5
Staff Announcements – Planning Manager Martin announced the following:
• Periodic update is moving forward and Joan Davenport has been hired to assist.
• The Community Development Director position is still vacant.
• The population of the City of Yakima is still under 100,000.

Public Comment – Bill Hordan, a City of Yakima business owner provided public comment for
the second time, asking the Planning Commission to consider changing the language of the
zoning ordinance to the following:
"Storage facilities, residential mini-storage means enclosed areas providing for residential goods
and/or recreational vehicles within the structure, or screened fenced areas where allowed."
He gave the commissioners a handout. Commissioner Monick responded that this request had
been tabled at a previous meeting but indicated that the commission could discuss it. The
commissioners discussed and questioned Mr. Hordan.
Motion: To table the conversation regarding making choices regarding the definition update on
mini storage until a broader discussion of the comprehensive plan updates and how that might
affect zoning,

Chair Liddicoat opened the motion to discussion.
Decision: The motion was passed unanimously.
May 22, 2024 Meeting Minutes –

Public Hearing – TXT#002-24 – YMC Title 14,15, 16 Appeals Process – Before the hearing
started Commissioner Monick had some questions for Planning Manager Martin. She clarified
that this was a non-project text amendment. Commissioner Mary Place questioned if the hearing
needed to be re-noticed. Sara Watkins, City of Yakima Attorney, suggested rescheduling the
public hearing to amend the documents. She explained to the commission that this text
amendment was recommended by the legal department. She also outlined the current appeals
process and what the new process would look like and answered questions the commissioners
had. Martin informed the commission that he would make the necessary changes and reissue the
notice. The hearing would be rescheduled.
Other Business –. Commissioner White offered some suggestions to help the commission better
understand House Bill 1110. She also asked for more information about the new ADU House Bill
1337.
Commissioner Knapp inquired about changes to Type 1 approvals. Martin responded that the
commission would likely thoroughly review YMC Title 15 and potentially hire a consultant. He also
informed the commission about a new senate bill that will reduce processing timeframes for Type
1 and 2 permitted uses from 120 days to 65 days.
Commissioner Place voiced her concern about the lack of public attendance at hearings and how
notifications could reach a larger audience.
Commissioner Hitchcock asked if the sustainability component of the Comp Plan would require
building code knowledge and whether bringing in someone with that expertise would be beneficial,
as Chair Liddicoat is currently the only one with that knowledge. Martin responded that an advisory
team would be formed for the climate resilience element, and acknowledged that Chair Hitchcock
made a good point.

Decision: The motion passed with a unanimous vote.
