YAKIMA, WASHINGTON
AGENDA STATEMENT
Item No. 9.F.
For Meeting of: August 5, 2024
ITEM TITLE: Ordinance amending Yakima Municipal Code Section 1.80.040:
Purchases without calling for bids - Exceptions
SUBMITTED BY: Rosylen Oglesby, Interim Finance Director
SUMMARY EXPLANATION:
Although state statute does not outline a threshold for requiring public bidding on supplies, material,
equipment or services that are not used in a public works project or improvement, the Yakima Municipal
Code requires, currently, that any purchase of over$50,000.00 requires public bidding procedures. The
amount was raised to $50,000.00 in 2016. Because of the increase in costs associated with goods and
services, the proposal is to raise this amount to $100,000.00. This means that the City will not be
required to put out to bid the purchase of supplies, material, equipment or services if the cost is less than
$100,000.00, for purchases not involving public works projects. The City Council has previously
delegated authority to the City Manager to sign contracts in amounts up to $100,000.00 (if budgeted)
without City Council action. As such, both the public bidding requirements and the City Council approval
threshold would be the same if the ordinance were adopted.
ITEM BUDGETED: No
STRATEGIC PRIORITY: N/A
RECOMMENDATION: Pass Ordinance.
