Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy (present at 5:04 p.m.) Staff: Interim City Manager Dave Zabell, City Attorney Sara Watkins and Deputy City Clerk Brandy Bradford 2. Executive Session A. Executive Session to evaluate the qualifications of an applicant for public employment pursuant to RCW 42.30.110(1)(g) Executive Session was not held. 3. Public Comment (allow 15 minutes) None. 4. Study Session Items A. Public Hearing and Resolution to declare property rights obtained by easement to be surplus to the City's needs and dispose of such property rights to the Yakima Housing Authority Water/Irrigation Division Manager Mike Shane briefed Council on the public hearing and proposed resolution to declare property rights surplus. Mayor Byers opened the public hearing and, with no one coming forward or calling in to speak, closed the hearing. The Deputy City Clerk read the resolution by title only. MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2024-125, A RESOLUTION declaring the property rights obtained by the City in the Easement Deed (Water Line), running through parcel number 181313-31516 recorded under Auditor's File Number 8059100 and re- recorded under Auditor's File Number 8062906, to be surplus to the uses and needs of Page 1 of 2 368 the City of Yakima, and authorizing disposition of such property rights to the Yakima Housing Authority. B. Presentation of Draft City of Yakima Strategic Priorities for 2024-2025 Interim City Manager Dave Zabell introduced the topic and opened the discussion. Zach Ratkai, Sageland Strategic LLC, briefly provided an overview of the draft strategic priorities identified through the recent Council retreat session. Following Council discussion, there were no changes to the document. The final City of Yakima Strategic Priorities document will be presented at the next City Council business meeting for Council adoption. C. Discussion regarding recent United States Supreme Court decision in City of Grants Pass, Oregon v. Johnson, et al. City Attorney Sara Watkins briefed Council on the Supreme Court's recent decision regarding the Grants Pass, Oregon ordinances related to unlawful encampments. After extensive discussion, it was agreed that current City ordinances will need to be reviewed and some changes will be brought to Council for consideration at a future meeting. 5. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council regular meeting on July 16, 2024, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
