12:00 PM City Council Special Meeting—conducted in person and remotely via Zoom
1. Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers
Reedy Berg (attending remotely via Zoom), Janice Deccio, Rick Glenn, Danny Herrera and
Leo Roy
Staff: Director of Human Resources Connie Mendoza, City Attorney Sara Watkins, and City
Clerk Rosalinda Ibarra
2. Public Comment (allow 15 minutes)
None.
3. Special Meeting Items
A. Council interview of City Manager finalists
Councilmembers interviewed finalist Vicki Baker for the position of City Manager.
The meeting recessed for a break at 12:48 p.m. and reconvened at 12:56 p.m.
Councilmembers interviewed Mike Gonzalez for the position of City Manager.
The meeting recessed for a break at 1:42 p.m. and reconvened at 2:18 p.m.
Councilmembers interviewed Richard Marsh Jr. for the position of City Manager.
B. Executive session to evaluate the qualifications of applicants for public employment
pursuant to RCW 42.30.110(1)(g)
MOTION: Brown moved and Deccio seconded to adjourn to Executive Session for
30 minutes to evaluate the qualifications of applicants for public employment
pursuant to RCW 42.30.110(1)(g). The motion carried by unanimous vote.
Present for Executive Session: Mayor Byers, Assistant Mayor Brown, and
Councilmembers Berg (remotely via phone), Deccio, Glenn, Herrera, and Roy
Executive session was held at 3:30 p.m. and adjourned at 3:55 p.m. The meeting was
called back to order at 4:01 p.m.

C. Direction to staff regarding City Manager selection
MOTION: Glenn moved to direct staff to enter into contract negotiations for the
City Manager position with Candidate # 3. The motion died for lack of a second.
MOTION: Deccio moved and Herrera seconded to direct staff to enter into
contract negotiations for the City Manager position with Candidate# 5. The
motion failed by a 5-2 roll call vote; Berg, Brown, Byers, Glenn and Roy voting no.
MOTION: Brown moved and Berg seconded to direct staff to enter into contract
negotiations for the City Manager position with candidate #9. The motion carried
by a 5-2 roll call vote; Deccio and Herrera voting no.
4. Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
regular meeting on July 2, 2024 at 5:15 p.m., in the Council Chambers at City Hall. The
motion carried by unanimous vote. The meeting adjourned at 4:05 p.m.
