Douglas Trail Enhancement STPE- 1485(020); Heritage Trails — William O. Douglas Bridge STPE- 1485(021). SUBMITTED BY: Ray Paolella, City Attorney Bill Cook, Director of Community and Economic Development CONTACT PERSON/TELEPHONE: Brett Sheffield - (509) 575 -6111 SUMMARY EXPLANATION: Yakima Valley Transportation Company Preservation Funding Source: $495,592 Grant S The City purchased the Yakima Valley Transportation Co. Trolley Barn and Museum on January , 31, 2008. Kevin Hinkley of the consulting firm 2KS has been contracted to design a fix for the interior crane railing that is failing. The failure of the crane railing would cause catastrophic damage to the building. For this reason, the repair will be done as soon as possible this month. A permanent repair of Trolley Barn walls is estimated to cost $228,000, and grant funds will be used to complete this work by 2009. Also, design work is proceeding to repair /replace overhead electrical wiring stolen over the last year. The City has been in contact with the Department of Ecology to discuss the options for remediating . the site. A course of action has not yet been determined. William O. Douglas Trail Enhancement Funding Source: $582,047 Grant This project is being designed as a 10 -foot wide, separated asphalt pathway along the westside of 6 Avenue starting at Hathaway Street and going north 0.8 mile to the Greenway. This new pathway will connect the FruitVale Boulevard area to the Greenway path along the Naches River at North 6 Avenue and will also provide a pedestrian /bike linkage to the Riverpointe Landing Development. New pathway construction is fully funded with federal grant monies. This project will be constructed this summer. Originally, this project included constructing a pathway across the Trolley Bridge over the Naches River; however, the City's deviation request to the Federal Highway Administration to construct a four -foot wide pathway with federal funds was not accepted due to narrow bridge clearances. For this reason, the City is investigating other approaches to using non - federal funds to construct a pathway across this bridge. Heritage Trails — William O. Douglas Bridge Funding Source: $499,890 Grant The right of way plans detailing the needed property acquisition for the pedestrian /bike pathway has been approved by WSDOT. Right of way acquisition will begin soon. Sargent Engineers, Inc. inspected the Trolley Bridge over the Naches River, and noted several maintenance needs, most importantly, to clean the steel trusses (remove rust) and paint the bridge. Their estimate to perform the required maintenance exceeds the amount of federal grant funds allocated for this work. Accordingly, the engineers are looking at reconfiguring the project to stay within the available transportation enhancement grant funding. • •
