ITEM TITLE: Resolution authorizing acceptance of Department of Transportation
State Funding grant award for 88th Ave Sidewalk Improvement

SUMMARY EXPLANATION:
The City of Yakima received the Washington State Department of Transportation 2024 Supplemental
Transportation Budget State Funding for the 88th Ave Sidewalk Project.
The project consists of frontage improvements, including extending curb, gutter, storm drainage, and
sidewalk on 88th Avenue from Tieton Drive to Summitview Avenue.
The state grant award is in the amount of$691,000 and requires no match.
ITEM BUDGETED: No
STRATEGIC PRIORITY: Public Safety
RECOMMENDATION: Adopt Resolution.

RESOLUTION NO. R-2024-
A RESOLUTION authorizing acceptance of a state grant from the Washington State
Department of Transportation for 88th Avenue Sidewalk Improvement
Project.
WHEREAS, the City of Yakima (City) is improving the functionality and safety for 88th
Avenue Sidewalk Improvement Project (Project); and
WHEREAS, improvements consist of frontage improvements including extending curb,
gutter, storm drainage, and sidewalk on 88th Avenue from Tieton Drive to Summitview Avenue;
and
WHEREAS, the City was selected to receive $691,000, in state funding through the
Washington State Department of Transportation (WSDOT) 2024 Supplemental Transportation
Budget for the Project, which requires no local match; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept the grant from WSDOT for the Project, and authorize the City Manager to
take all necessary steps to execute the grant agreement, necessary contracts and administer
the funds received from WSDOT; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to accept the Washington State Department of
Transportation (WSDOT) grant award attached hereto and incorporated herein by this
reference, not to exceed Six Hundred Ninety-One Thousand Dollars ($691,000) as described in
the grant award and directed to take all necessary steps to secure the funding for the Project.
ADOPTED BY THE CITY COUNCIL this 16th day of July, 2024.

Dear Mr. Preston:
WSDOT is pleased to advise you that the above-mentioned project was selected to receive funding
through the 2024 Supplemental Transportation Budget. The state funding is limited as shown
below:
88th Ave Apple Valley $691,000
2023-25 Available Funding: $691,000
Scope: 88th Avenue sidewalk project.
In the event the 2023-25 funding is not all reimbursed, WSDOT will need to request the remaining
funding through the 2025-27 budget development. Until the funding is provided by the legislature,
WSDOT can only reimburse your agency for the approved work completed each biennium, as
reflected above. Therefore, it is critical that the Local Project Report detailing the project's
delivery is updated, so that the funding aligns with the schedule.
In order to meet the state requirements, the following are required:
• Project expenditures incurred before receiving notice from Local Programs of state fund
authorization are not eligible for reimbursement.
• Please refer to the Local Programs webpage for detailed authorization information
including: (https://wsdot.wa.gov/business-wsdot/support-local-programs)
✓ Local Agency Guidelines (LAG) manual for detailed requirements;
✓ Transportation Improvement Program (TIP) and Statewide Transportation
Improvement Program (STIP) amendments, as applicable;
✓ Funding and billing forms;

✓ Local Project Report is required to be completed by the end of June and December
each year. To access the database you will need an account name and password.

Local Programs encourages all agencies to submit monthly progress billings to ensure timely
reimbursement of eligible expenditures.
