For Meeting of: July 16, 2024 ITEM TITLE: Resolution authorizing acceptance of Department of Transportation State Funding grant award for 34th Avenue & Fruitvale Boulevard Roundabouts Project 2447 SUBMITTED BY: Scott Schafer, Public Works Director *Bill Preston, City Engineer SUMMARY EXPLANATION: The City of Yakima received the Washington State Department of Transportation 2024 Supplemental Transportation Budget grant HSIP-HLP-000S(473)for the 34th/Fruitvale/River Road Roundabouts Project 2447. The project consists of installing 2 roundabouts. One at 34th Avenue & Fruitvale Boulevard and one at 34th Avenue & River Road. The state grant award is in the amount of$1,000,000 and requires no match. ITEM BUDGETED: No STRATEGIC PRIORITY: Public Safety RECOMMENDATION: Adopt Resolution. R-2024- A RESOLUTION authorizing acceptance of a grant with the Washington State Department of Transportation for the 34th/Fruitvale/River Road Roundabouts Project 2447 WHEREAS, the City of Yakima (City) is improving the functionality of the Fruitvale Boulevard and 34th Avenue Intersection; and WHEREAS, improvements consist of constructing dual roundabouts; one at the intersection of 34th Ave and Fruitvale Boulevard and one at River Road and 34th Ave.; sidewalks, bike lanes, drainage and other work; and WHEREAS, the City has previously received $1,012,898 HSIP, $1,000,000 state, $2,087,102 TIB, and $228,000 in federal funding for 34th/Fruitvale/River Road Roundabouts (Project); and WHEREAS, the City was selected to receive an additional $1,000,000 grant, with no local match, in State funding through the Department of Transportation 2024 Supplemental Transportation Budget for the Project; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to accept the grant from WSDOT for the 34th /Fruitvale/River Road Roundabouts project 2447, and authorize the City Manager to take all necessary steps to execute the grant agreement, necessary contracts, and administer the funds received from WSDOT; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to accept the Washington State Department of Transportation (WSDOT) grant award, attached hereto and incorporated herein by this reference, not to exceed One Million Dollars ($1,000,000.00) as described in the grant award and directed to take all necessary steps to secure the funding for the Project. PE City Engineer City of Yakima 129 North 2nd Street Yakima, WA 98901 RE: 34th Avenue Roundabouts HSIP-HLP-000S(473) 2024 Supplemental Transportation Budget State Funding Dear Mr. Preston: WSDOT is pleased to advise you that the 2024 Supplemental Transportation Budget has updated the above-mentioned project funding. The state funding is limited as shown below: 34th Avenue Roundabouts $1,000,000 Prior Expenditures: $ 40,123 2023-25 Available Funding: $959,877 In the event the 2023-25 funding is not all reimbursed, WSDOT will need to request the remaining funding through the 2025-27 budget development. Until the funding is provided by the legislature, WSDOT can only reimburse your agency for the approved work completed each biennium, as reflected above. Therefore, it is critical that the city update the Local Project Report detailing the project's delivery, so that the funding aligns with your schedule. In order to meet the state requirements, the following are required: • Project expenditures incurred before receiving notice from Local Programs of state fund authorization are not eligible for reimbursement. • Please refer to the Local Programs webpage for detailed authorization information including: (https://wsdot.wa.gov/business-wsdot/support-local-programs) ✓ Local Agency Guidelines (LAG) manual for detailed requirements; ✓ Transportation Improvement Program (TIP) and Statewide Transportation Improvement Program (STIP) amendments, as applicable; ✓ Funding and billing forms; 49 Mr. Bill Preston.
