For Meeting of: July 16, 2024 ITEM TITLE: Resolution declaring up to $8.6 million in ARPA Funds as Revenue Replacement (Loss Revenue) SUBMITTED BY: Rosylen Oglesby, Assistant City Manager/Interim Director of Finance and Budget SUMMARY EXPLANATION: ARPA funds have allowed opportunities to make transformational improvements in the City of Yakima. Designating this revenue as Revenue Replacement allows for a wider range of government services, programs, and projects outside of the eligible uses of CSLFRF obtained under the other categories. ITEM BUDGETED: N/A STRATEGIC PRIORITY: Fiscal Sustainability RECOMMENDATION: Adopt resolution. ATTACHMENTS: Resolution ARPA Revenue Replacement additional 8.6 million 45 RESOLUTION NO. R-2024- A RESOLUTION designating up to $8.6 million of ARPA funds as Revenue Replacement. WHEREAS, The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act, delivers $350 billion to state, territorial, local, and Tribal governments across the country to support their response to and recovery from the COVID- 19 public health emergency; and WHEREAS, the City was awarded $26,195,479 from the federal government under the American Rescue Plan Act; and WHEREAS, the City previously determined it was eligible to claim up to $23.6 million in revenue loss from the ARPA Act, and based on changes in regulations and recalculation, the City is eligible to claim up to $31.1 million in revenue loss during the years 2020-2023; and WHEREAS, the City previously designated $15.6 million of its ARPA funds as Revenue Replacement; and WHEREAS, the City has identified a total of $8.6 million that is either unassigned or was previously designated under another eligible ARPA category but also fits under provisions of government services and desires to reclassify those funds; and WHEREAS, the City Council desires to take the amount of $8.6 million and designate it as additional Revenue Replacement; and WHEREAS, the City Council of the City of Yakima finds that it is in the City's and its residents' best interest to allocate $8.6 million of ARPA funds as Revenue Replacement, bringing the total to $24.2 million, as allowed by the federal guidelines; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to designate $8.6 million of ARPA funds as additional Revenue Replacement to be used for provisions of government services.
