Roll Call Assistant Mayor Brown called the meeting to order at 5:12 p.m. due to technical difficulties. Present: Assistant Mayor Matt Brown, presiding; and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: Interim City Manager Dave Zabell, City Attorney Sara Watkins and City Clerk Rosalinda I barra Absent and Excused: Mayor Patricia Byers 2. Public Comment(allow 15 minutes) Aileen Kane, City resident; and Les Kinney, City resident; spoke against lifting the fireworks ban. Cheri Kilty, CEO of the YWCA, wished farewell to Police Chief Murray and thanked him for his service particularly the progress made regarding the domestic violence issues. James Parks, City resident, on behalf of the NAACP presented the Community Service Award to Police Chief Murray. Anthony Peterson, CEO of OIC, expressed appreciation for their work with Police Chief Murray during his tenure and wished him farewell. 3. Study Session Items A. Recognition of retiring Yakima Police Chief Matt Murray Interim City Manager Dave Zabell highlighted Police Chief Matthew Murray's tenure and accomplishments. Council and community members expressed their appreciation for Chief Murray's impact to the community. B. Review Zoning and Building permits as it is related to business and economic development within the City limits Planning Manager Trevor Martin and Code Administration Manager Glenn Denman presented an in-depth overview of the zoning and building codes and processes for the City of Yakima. In summary, zoning, building, fire, plumbing and mechanical codes, Page 1 of 2 357 reviews, and site inspections help maintain neighborhood conservation and provide a reasonable expectation of fire safety, health, and structural strength to the public. C. Council Nominating Committee recommendations regarding appointments to the Yakima Planning Commission Councilmember Janice Deccio, Committee Chair of the Council Nominating Committee discussed the prior appointments. This item was postponed to allow the Nominating Committee time to meet with Planning Commission candidates. MOTION: Glenn moved and Deccio seconded to postpone the Council Nominating Committee of the Yakima Planning Commission until the Nominating Committee can discuss what they want to do. The motion carried by unanimous vote; Byers absent. MOTION: Deccio and Glenn seconded to postpone the report from the Nominating Committee until the July 16 business meeting. The motion carried by unanimous vote; Byers absent. D. Per Council motion, a discussion regarding the ban on fireworks and the possibility of lifting it for one day to celebrate the 4th of July has been included on the agenda. Assistant Mayor Matt Brown opened the Council discussion regarding lifting the ban on fireworks for one day to celebrate the 4th of July. After Council discussion, it was consensus that Council did not want to move forward with any changes. 4. Adjournment MOTION: Deccio moved and Glenn seconded to adjourn to the next City Council special meeting on July 1, 2024, at 6:00 p.m. at the Yakima Convention Center. The motion carried by unanimous vote; Byers absent.
