Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, and Leo Roy Staff: Interim City Manager Dave Zabell, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra Absent and Excused: Councilmember Danny Herrera 2. Public Comment (allow 15 minutes) Joey Anderson, City resident, provided update to concerns expressed at January Council meeting regarding the City's response to landlord-tenant issues. Corie Ratliff, downtown business owner, invited the public to the 3-on-3 basketball event in downtown Yakima. Ms. Ratliff also mentioned inconsistent notice/warnings about parking under the new ordinance. Joe Daniels, City resident, read a religious passage for Council. 3. Study Session Items A. Juneteenth Freedom Week proclamation Councilmember Deccio proclaimed the week of June 10, 2024 through June 19, 2024 as "Juneteenth Freedom Week" and Mr. James Parks, President of the Yakima County NAACP, accepted the proclamation. B. Resolution adopting the Acknowledgment of Section 12(d) of the Yakima County Professional Services Agreement for 9-1-1 Ambulance Transport Services City Attorney Sara Watkins briefed the Council on the proposed resolution to adopt an acknowledgement section of the Yakima County agreement for ambulance transport services. This acknowledgment serves as the City's agreement that it will also provide 365 days' notice if it were to withdraw from the county-wide ambulance service. The City Clerk read the resolution by title. Page 1 of 3 344 MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 6-0 roll call vote; Herrera absent. RESOLUTION NO. R-2024-107, A RESOLUTION adopting the Acknowledgement of Section 12(d) of the Yakima County Professional Services Agreement for 9-1-1 Ambulance Transport Services. C. Review of the Clean City Program Public Works Director Scott Schafer presented a summary of the City of Yakima Clean City Program. The Clean City Program addresses chronic blight issues in the City of Yakima and creates a more pro-active approach to resolving these issues. The collaborative efforts include staff members from Refuse, Streets & Traffic, Parks & Recreation, Code Administration, Legal Department, and Yakima Police Department. Solid Waste Manager Trace Bradburn highlighted current objectives, performance metrics over a three-year period, and future goals. Future goals include establishing city- wide weekly curbside bulk pickups; developing an agreement for tire recycling; and establishing an agreement with Washington State Department of Transportation (WSDOT) to address rights of ways. Councilmembers thanked City staff for their work and the organization of the recent clean-up event. D. History of Downtown Business Improvement Districts Assistant City Manager Rosylen Oglesby presented information about several downtown local improvement districts which were established to enhance the downtown area. Ms. Oglesby summarized the history and provided assessment data for the 1974 Local Improvement District 1001, 1996 and 2002 Parking and Business Improvement Area (PBIA), Downtown Yakima Business Improvement District (DYBID), Downtown Association of Yakima (DAY), and North Front Street Parking Business Improvement Area (NFSPBID). E. Update on Cascade Mill Site Parkway City Engineer Bill Preston and Planning Manager Trevor Martin provided an extensive update on land use, planning activities, and funding related to the Cascade Mill Site property. Staff noted that the property owners have applied for a binding site plan which will be reviewed by the Planning Division. A binding site plan allows new lots and adjustments to the recorded plat to be altered through a qualified exemption process, which greatly reduces the application processing time. In 2008, the City was awarded LIFT funds which can be used in the Redevelopment District Area (RDA). The reimbursement for those funds ends in 2036. Interim City Manager Dave Zabell noted the potential economic development opportunities this property offers for the City in the future. Page 2 of 3 345 F. Update on ARPA Funds Allocation Interim Director of Finance and Budget Rosylen Oglesby briefed Council on the current ARPA allocations and identified approximately $7,690,000 as remaining funds that must be obligated by December 31, 2024 and spent by December 31, 2026. The Council can revisit the agreement for the $2 million set aside for the YWCA women and family shelter. Ms. Oglesby informed the Council of three completed projects which can be captured under the revenue loss category and proposed revisions for the Domestic Violence Advocate, Yakima Convention Center Assistance, and YPAC Equipment Improvements project categories. After discussion, the Council consented to direct staff to bring back legislation reassigning category revisions for the three completed projects (totaling $805,776) as revenue replacement and designating the remaining $7.69 million ARPA funds as revenue replacement for the General Fund. 4. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council special meeting on Friday June 14, 2024, at 4:00 p.m. at the Yakima Convention & Event Center. The motion carried by unanimous vote; Herrera absent.
