If a builder builds a house for someone, and does not construct it properly, and the house which he built falls in and kills its owner, then that builder shall be put to death. If it kills the son of the owner, the son of that builder shall be put to death. If it kills a slave of the owner, then he shall pay slave for slave to the owner of the house. If it ruins goods, he shall make compensation for all that has been ruined, and inasmuch as he did not construct properly this house which he built and it fell, he shall re-erect the house from his own means. If a builder builds a house for some one, even though he has not yet completed it; if then the walls seem toppling, the builder must make the walls solid from his own means. 13 H istory of National Codes 3 MAIN CODE ORGANIZATIONS EXISTED UNTIL 2000: ■ Uniform Building Code, published in 1927 ■ Southern Building Code, published in 1945 ■ Basic Building Code (or Building Officials and Code Administrators International, ( BOCA)), published in 1950 14 Consolidation of National Codes The 3 model code organizations agreed to consolidate and publish the 2000 edition of the International Building Code, known as the International Code Council's (ICC) set of International Codes: ■ The International Building Code (IBC) ■ The International Fire Code (IFC) ■ Other International Codes (Mechanical, Energy, etc.) ■ The State of Washington adopted the Uniform Plumbing Code rather than the International Plumbing code 15 Washington Mandated Codes ■ RCW 19.27.020 "The purpose of this chapter is to promote the health, safety and welfare of the occupants or users of buildings and structures and the general public by the provision of building codes throughout the state" ■ RCW 19.27.031 "Except as otherwise provided in this chapter, there shall be in effect in all counties and cities the state building code which shall consist of the following codes which are hereby adopted by reference (the amended International codes) ■ Cities may amend the code, but they cannot be less restrictive ■ Codes are designed create sustainable structures (40 years for residential structures, and 100 years for commercial structures) ■ These codes preserve neighborhoods for residents in the City of Yakima 16 Stats : Zoning and Building Combined Efforts In 2023 Planning processed 406 applications ■ Generally, all Planning applications are site plan/zoning related reviews ■ Site plans are routed to other divisions within the City (codes, water, waste water, engineering, etc. ■ Codes (building/fire official) review site plans for fire access, fire hydrants, setbacks from property lines/other structures (fire related), sewer connections, and accessible parking (any site/location related items) ■ Generally, these reviews take place before a building permit is applied for ■ Building permits may be applied for during the zoning review process, but may not be issued until the zoning review is completed 17 Codes Division ( building permit reviews ) In 2023, the codes division processed 8,379 permit applications • Of those, 1198 were building permits • Other building related permits include: fire 137; plumbing 577; mechanical 721; sign 68; new water and sewer connections 262 • Part of processing a building permit is performing plan reviews and building inspections (1800 & 8379 in 2023 respectively) •The codes division performs zoning and building reviews on all single family, duplex and townhouse applications • Permit processing, including plan review and inspections is a FIRE/LIFE/SAFETY function 18 FIRE/LIFE/SAFETY ( prevention ) A typical building plan review may consist of: • Fire setback review (building separation or fire rating) -In 1906, fire ravaged nearly all of San Francisco due to combustible structures being constructed with no fire separation or fire ratings -Codes were non-existent at the time until the development of the 1927 Uniform Building Code • Structural strength -Recent residential deck collapses resulting in multiple deaths/injuries -The code increased deck capacities from 40 to 60 PSF -Provisions for deck attachment and weatherproofing connectors were added -Construction is shown on the plans and verified in the field 19 Other FIRE/LIFE/SAFETY Reviews ■More building code related examples: -1977 Supperclub fire in Kentucky... 165 people were killed and 200 injured mostly due to inward swinging doors, confusion regarding means of egress, and flammable finishes -Plans examiners review for direction of door swings, limits on dead end corridor conditions, a well defined means of egress, and the use of flammable/combustible finishes, all now dictated by the code ■Plumbing, mechanical and fire code reviews: -A simple plumbing misconnection may cause health issues or even death -An improperly installed furnace may cause carbon monoxide or fire related deaths -Plans examiners also review fire sprinkler, fire alarm and other fire code related plans 20 In Summary : • Zoning codes establish suitable locations within our neighborhoods in which buildings and business may be located •Specific site plan review establishes suitable locations on a lot for buildings to be situated that are compatible with available sewer, water and other infrastructure • Building, fire, plumbing and mechanical reviews and inspections help maintain neighborhood conservation through fire prevention and compatibility with neighboring structures •Zoning, building, fire, plumbing and mechanical codes provide a reasonable expectation of fire safety, health and structural strength to the public 21 Thank you !
