SUMMARY EXPLANATION:
411) Lake Aspen Enterprises /Borton CA Storage has applied to place screening for
security and noise control and landscaping in the City right of way at 1725 and
1800 River Road. The new screening and landscaping will be placed 14 feet
into the City right of way. Borton had already granted the City 15 feet additional
right of way for the River Road improvement project, which caused the existing
sidewalk and parking lot to encroach into City right of way.
Compliance for access to street light poles and water meters has been assured
by the applicant per requests from the Water /Irrigation and Utility Services
departments.
The required proof of ownership and liability insurance outlined in Chapter 8.20
of the Yakima Municipal Code is on file in the Offices of Code Administration
and Planning.

Wastewater
The Wastewater Division does not have any wastewater concerns regarding the
proposed project.
Codes .
No issues with a 6 ft fence in the right -of -way. No review or permits are required
for fences 6 ft and under....Sandy Cox, Plans Examiner II, City of Yakima
Engineering
There are no drainage requirements. Public access needs to be given to all
public utilities from the River Road side of this sitescreening.
Utility Services
Yakima Municipal Code 7.50.110 requires City employees to be able to access
water meters:
Meter Access.
A. A minimum of twelve inches of clearance on each side of the city meter
the must be maintained to allow access to the city water meter.
There are two meters that would be inaccessible if this fence is
installed. These meters are 7 -9 feet behind the curb line. A
photograph is attached. If this permit is issued, the fence line must be
altered to allow access to the water meter from the street. A sketch is
attached showing the. required clearance around the meter. Similar
' enclosures are. already planned for streetlights.
Traffic Engineering
The applicant must ensure that the vision clearance area at the driveway is not
obscured by the fence or vegetation.
Water/Irrigation
There exists a 20� CI waterline in on the south side of River Road. There are two
existing 1" water services and meters to 1800 River Road —Bldg #17_ that are
directly behind the sidewalk on the. north side of River Road.
A minimum 3' clearance on all sides shall be provided around existing meter
locations to provide for access and maintenance.
