1. Roll Call
Assistant Mayor Brown called the meeting to order at 5:38 p.m. due to technical difficulties.
Present: Mayor Patricia Byers, presiding (present at 6:01 p.m.); Assistant Mayor Matt Brown
(presiding until 6:01 p.m.); and Councilmembers Reedy Berg, Janice Deccio (attending
remotely via Zoom), Rick Glenn, Danny Herrera and Leo Roy

2. Pledge of Allegiance
Assistant Mayor Brown led the Pledge of Allegiance.
3. Interpreter Services
Assistant Mayor Brown introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4. Public Comment
Rhonda Hauff, CEO of Yakima Neighborhood Health Services, invited the community to attend
the Pride Festival taking place on Saturday at the State Fair Park.
Heath Lambe, City resident; Phil Dindia, City resident; Tim Janke, City resident; and Julie
Buse, City resident; expressed disappointment about the decision not to pass the Pride Month
proclamation and urged the Council to reconsider.
Jeanna Hernandez, Yakima resident, thanked Council for their involvement in passing the
HUD CAPER report and incorporating public input into the report as well as addressing local
community matters.
Toni Ballard, County resident, and Corey Gibson, County resident made remarks regarding
the divisiveness the Pride Month proclamation has caused.
Tony Courcy, City resident, spoke on various matters.

6. Council Reports
A. Discussion on City Manager selection process
Director of Human Resources Connie Mendoza briefed the Council on options for next
steps in the selection process for the City Manager position.
After Council discussion, it was consensus to move forward with June 17th for a special
meeting to evaluate the qualifications of the selected candidates, and to hold a
community meet and greet and final interviews in early July.
7. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning
whether there were any additions or deletions from Council members present. There
were no changes. The City Clerk read the Consent Agenda items, including
resolutions and ordinances, by title. (Items on the Consent Agenda are handled
under one motion without further discussion—see motion directly below.)
MOTION: Brown moved and Roy seconded to approve the consent agenda. The motion
carried by a 7-0 roll call vote.
A. Approval of City Council minutes from the May 21, 2024 regular meeting and May 28,
2024 study session
B. 2024 1st Quarter Financial Update
C. Project Completion and Contract Acceptance with CP Mechanical LLC for YPD Chiller
Replacement Project 2607
D. Resolution setting date of June 18, 2024 to review and adopt the Six-year Transportation
Improvement Program and Capital Facilities Element of the Yakima Urban Area
Comprehensive Plan
RESOLUTION NO. R-2024-102, A RESOLUTION setting the time and place for a
hearing on June 18th, 2024 to review and adopt the Six-year Transportation Improvement
Program and amend the Capital Facilities Element of the Yakima Urban Area
Comprehensive Plan for the period of 2025-2030.
E. Resolution setting date of June 25, 2024 for a public hearing to declare property rights
obtained by easement to be surplus to the City needs and dispose of such property rights
to the Yakima Housing Authority
RESOLUTION NO. R-2024-103, A RESOLUTION setting the time and place for a public
hearing to be held Tuesday, June 25, 2024, at 5:00 p.m., or soon thereafter, in the City of
Yakima Council Chambers to hear from the public on the proposed surplus of property
rights obtained by the City in the Easement Deed (Water Line), running through parcel
number 181313-31516, and authorizing disposition of such property rights to the Yakima
Housing Authority.

F. Resolution authorizing the Sole Source purchase of an Ion Chromatograph from Metrohm
USA, Inc. for the City of Yakima Wastewater Treatment Plant Laboratory
RESOLUTION NO. R-2024-104, A RESOLUTION authorizing the sole source purchase
of an Ion Chromatograph from Metrohm USA, Inc. for the City of Yakima Wastewater
Treatment Plant Laboratory.
8. Public Hearings
None.
9. Department Items
A. Resolution appointing the City Engineer as authorized signor of Washington State
Department of Transportation (WSDOT) documents
City Engineer Bill Preston briefed Council on the proposed resolution which authorizes
the City Engineer to sign forms that are required by WSDOT to obligate funds awarded to
the City.
The City Clerk read the resolution by title only.
MOTION: Brown moved and Berg seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-105, A RESOLUTION appointing the City Engineer as an
authorized signor of documents with Washington State Department of Transportation
(WSDOT) required for obligation of awarded funds.
B. Resolution authorizing the City Manager to execute a Collective Bargaining Agreement
with Teamsters Local 760 representing the Public Works Division Managers Unit for
January 1, 2024 - December 31, 2027
Director of Human Resources Connie Mendoza briefed Council on the proposed
resolution.
The City Clerk read the resolution by title only.
MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2024-106, A RESOLUTION authorizing the City Manager to
execute a collective bargaining agreement between the City of Yakima and Teamsters
Local 760 representing the Public Works Division Managers Unit for January 1, 2024 -
December 31, 2027.
10. City Manager Update
Interim City Manager Zabell reminded the Council to identify delegates and alternates to
attend the upcoming AWC (Association of Washington Cities) business meeting on June 20tn
Councilmember Glenn will attend in person and Councilmember Roy and Assistant Mayor

Brown will attend remotely as delegates; and Interim City Manager Dave Zabell will serve as
an alternate.
11. Other Business
MOTION: Berg moved and Brown seconded to direct staff to add to the next business
meeting a discussion about forming a financial advisory committee. The motion carried
by unanimous vote.
MOTION: Brown moved and Berg seconded to add to a business meeting in July a
summary of what the Grants Pass, Oregon court case decision means, and potential
actionable steps for Council. The motion carried by unanimous vote.
12. Adjournment
MOTION: Brown moved and Herrera seconded to adjourn to the next City Council study
session on June 11, 2024, at 5:00 p.m. in the Council Chambers at City Hall. The motion
carried by unanimous vote. The meeting adjourned at 6:40 p.m.

2. Public Comment (allow 15 minutes)
Joey Anderson, City resident, provided update to concerns expressed at January Council
meeting regarding the City's response to landlord-tenant issues.
Corie Ratliff, downtown business owner, invited the public to the 3-on-3 basketball event
in downtown Yakima. Ms. Ratliff also mentioned inconsistent notice/warnings about
parking under the new ordinance.
Joe Daniels, City resident, read a religious passage for Council.
3. Study Session Items
A. Juneteenth Freedom Week proclamation
Councilmember Deccio proclaimed the week of June 10, 2024 through June 19, 2024
as "Juneteenth Freedom Week" and Mr. James Parks, President of the Yakima County
NAACP, accepted the proclamation.
B. Resolution adopting the Acknowledgment of Section 12(d) of the Yakima County
Professional Services Agreement for 9-1-1 Ambulance Transport Services
City Attorney Sara Watkins briefed the Council on the proposed resolution to adopt an
acknowledgement section of the Yakima County agreement for ambulance transport
services. This acknowledgment serves as the City's agreement that it will also provide
365 days' notice if it were to withdraw from the county-wide ambulance service.

MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion
carried by a 6-0 roll call vote; Herrera absent.
RESOLUTION NO. R-2024-107, A RESOLUTION adopting the Acknowledgement of
Section 12(d) of the Yakima County Professional Services Agreement for 9-1-1
Ambulance Transport Services.
C. Review of the Clean City Program
Public Works Director Scott Schafer presented a summary of the City of Yakima Clean
City Program. The Clean City Program addresses chronic blight issues in the City of
Yakima and creates a more pro-active approach to resolving these issues. The
collaborative efforts include staff members from Refuse, Streets & Traffic, Parks &
Recreation, Code Administration, Legal Department, and Yakima Police Department.
Solid Waste Manager Trace Bradburn highlighted current objectives, performance
metrics over a three-year period, and future goals. Future goals include establishing city-
wide weekly curbside bulk pickups; developing an agreement for tire recycling; and
establishing an agreement with Washington State Department of Transportation
(WSDOT) to address rights of ways.
Councilmembers thanked City staff for their work and the organization of the recent
clean-up event.
D. History of Downtown Business Improvement Districts
Assistant City Manager Rosylen Oglesby presented information about several
downtown local improvement districts which were established to enhance the downtown
area. Ms. Oglesby summarized the history and provided assessment data for the 1974
Local Improvement District 1001, 1996 and 2002 Parking and Business Improvement
Area (PBIA), Downtown Yakima Business Improvement District (DYBID), Downtown
Association of Yakima (DAY), and North Front Street Parking Business Improvement
Area (NFSPBID).
E. Update on Cascade Mill Site Parkway
City Engineer Bill Preston and Planning Manager Trevor Martin provided an extensive
update on land use, planning activities, and funding related to the Cascade Mill Site
property. Staff noted that the property owners have applied for a binding site plan which
will be reviewed by the Planning Division. A binding site plan allows new lots and
adjustments to the recorded plat to be altered through a qualified exemption process,
which greatly reduces the application processing time. In 2008, the City was awarded
LIFT funds which can be used in the Redevelopment District Area (RDA). The
reimbursement for those funds ends in 2036.
Interim City Manager Dave Zabell noted the potential economic development
opportunities this property offers for the City in the future.

F. Update on ARPA Funds Allocation
Interim Director of Finance and Budget Rosylen Oglesby briefed Council on the current
ARPA allocations and identified approximately$7,690,000 as remaining funds that must
be obligated by December 31, 2024 and spent by December 31, 2026. The Council can
revisit the agreement for the $2 million set aside for the YWCA women and family
shelter.
Ms. Oglesby informed the Council of three completed projects which can be captured
under the revenue loss category and proposed revisions for the Domestic Violence
Advocate, Yakima Convention Center Assistance, and YPAC Equipment Improvements
project categories.
After discussion, the Council consented to direct staff to bring back legislation
reassigning category revisions for the three completed projects (totaling $805,776) as
revenue replacement and designating the remaining $7.69 million ARPA funds as
revenue replacement for the General Fund.
4. Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
special meeting on Friday June 14, 2024, at 4:00 p.m. at the Yakima Convention &
Event Center. The motion carried by unanimous vote; Herrera absent. The meeting
adjourned at 7:03 p.m.
