HomeMy WebLinkAbout05/28/2024 Study Session/Executive Session 336 MINUTES YAKIMA CITY COUNCIL STUDY SESSION May 28, 2024 City Hall -Council Chambers -129 N 2nd Street, Yakima, WA 4:00 p.m. Executive Session 1 5:00 p.m. Study Session -Conducted in person and virtually via Zoom. 1. Executive session to evaluate the qualifications of applicants for public employment pursuant to RCW 42.30.110(1)(g) MOTION: Brown moved and Deccio seconded to adjourn to Executive Session for one hour to evaluate the qualifications of applicants for public employment pursuant to RCW 42.30.110(1)(g). The motion carried by unanimous vote; Berg and Roy absent. Present for Executive Session: Mayor Byers,Assistant Mayor Brown, and Councilmembers Berg (present at 4:50 p.m.), Deccio, Glenn, and Hen-era Executive Session was held at 4:02 p.m. and adjourned at 4:55 p.m. The meeting was called back to order at 5:00 p.m. MOTION: Brown moved and Berg seconded to forward the following applicants to City staff to contact to see if they are still interested in the City Manager position, and provide information to the Council; applicants 1, 3, 5, 6, 8, 9, 10 and 27. The motion carried by unanimous vote; Roy absent. 2. Roll Call Present: Mayor Patricia Byers, presiding;Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, and Danny Hen-era Staff: Interim City Manager Dave Zabell, City Attorney Sara Watkins and City Clerk Rosalinda I barra Absent and Excused: Councilmember Leo Roy 3. Public comment(allow 15 minutes) Angie Girard, City resident; and Phil Dindia, City resident; spoke against Council's recent decision regarding the Pride Month proclamation. Mike Warren, City resident; Sue Fenich, City resident; Patricia Hoerdermis, City resident; Page 1 of 3 337 Frieda Stephens (via Zoom), City resident; Scot Stephens (via Zoom), City resident; expressed support for City Council's recent decision relating to the Pride Month proclamation. Joe Daniels, City resident, read a religious passage. Mayor Byers announced that the allotted time for public comment ended. 4. Draft Juneteenth Freedom Week proclamation MOTION: Deccio moved and Herrera seconded to approve the proclamation. The motion carried by unanimous vote; Roy absent. 5. ALS Awareness Month proclamation Councilmember Deccio proclaimed the month of May as "ALS Awareness Month". 6. Mental Health Awareness Month proclamation Mayor Byers proclaimed the month of May 2024 as "Mental Health Awareness Month" and Angela Bazan accepted the proclamation. 7. Second public meeting to receive comments on the 2023 Consolidated Annual Performance Evaluation Report(CAPER)regarding HUD funded housing and supportive services Interim Director of Community Development Bill Preston briefed Council on the public meeting regarding the 2023 Consolidated Annual Performance and Evaluation Report (CAPER). Mayor Byers opened the public hearing. Jeanna Hemandez, City resident, requested further details regarding what has been accomplished and how the City met the requirements of the CAPER. With no one else coming forward to speak, Mayor Byers closed the public hearing. Assistant City Manager Rosylen Oglesby, via Zoom, provided additional details as requested by Ms. Hemandez and City Council. 8. Growth Plan and Annexation Study Update Senior Planner Eric Crowell provided an update regarding the draft Yakima Growth Plan and Annexation Study. The City contracted with FCS Group to evaluate potential areas for future annexations and how resulting changes in population, housing, employment and assessed valuation levels impact the City's budget. The areas include portions of Terrace Heights, South Airport(south and west of the Yakima airport), Bachelor Creek(southwest of city limits), West Valley, and Northwest(northwest of current city boundaries). The key findings are as follows: • Area 1 (Terrace Heights): 2,373 potential new jobs and 2,713 potential new dwellings • Area 2 (South Airport): 414 potential new jobs and 181 potential new dwellings • Area 3 (Bachelor Creek): no new potential jobs and 722 potential new dwellings • Area 4 (West Valley): 739 potential new jobs and 2,375 potential new dwellings Page 2 of 3 338 • Area 5 (Northwest): no new potential jobs and 888 potential new dwellings Mr. Crowell also described the annexation petition processes and options for the election method, sixty percent method, and alternative petition method. 9. Adjournment MOTION: Brown moved and Deccio to adjourn to the next City Council regular meeting on June 4, 2024 at 5:30 p.m. in the City Hall Council Chambers. The motion carried by unanimous vote; Roy absent.
