A RESOLUTION adopting the Acknowledgement of Section 12(d) of the Yakima County
Professional Services Agreement for 9-1-1 Ambulance Transport Services.
WHEREAS, the County entered into an Agreement for Ambulance Transport Services
with American Medical Response Ambulance Services, Inc. ("AMR") pursuant to a request for
proposals and the request for proposals process; and
WHEREAS, calls for service within the City of Yakima are generally the majority of calls
for 9-1-1 ambulance services within Yakima County and generally make up the majority of users
under the Agreement; and
WHEREAS, the City understands that the result of its withdrawal from the ambulance
services under the Agreement could be detrimental to Yakima County and its residents so that it
is fair for the City to give the same notice of its intent to withdraw from the services as the
Termination for Convenience provision provided in the Agreement under which the County can
terminate the Agreement; and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of the
City and its residents, to enter into the Acknowledgement of Section 12(d) of the Yakima County
Professional Services Agreement for 9-1-1 Ambulance Transport Services acknowledging that
the City will provide 365 days notice of its withdrawal from the services; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:

ACKNOWLEDGEMENT
OF
SECTION 12(d)
OF
YAKIMA COUNTY
PROFESSIONAL SERVICES AGREEMENT
FOR 9-1-1 AMBULANCE TRANSPORT SERVICES
THE CITY HEREBY ACKNOWLEDGES that the County entered into a Professional
Services Agreement for 9-1-1 Ambulance Transport Services with American Medical Response
Ambulance Service, Inc. ("AMR") on May 28, 2024, which Agreement provides for ambulance
transport services throughout Yakima County, including within the boundaries of the City of
Yakima. Calls within the City of Yakima generally make up the majority of all 9-1-1 calls for
ambulance services. As a result, AMR requested that the City of Yakima provide 365 days'
notice to AMR and Yakima County in the event it decided to withdraw from the county-wide
services.
The City of Yakima hereby acknowledges Section 12(d) of the Yakima County
Professional Services Agreement for 9-1-1 Ambulance Transport Services, and agrees to
provide 365 days' notice prior to withdrawing from the county-wide ambulance service. Section
12(d) states as follows:
d. City Withdrawal from the EMS System
The City of Yakima may withdraw from the EMS System only upon providing Three
Hundred Sixty-Five (365) days' prior written notice to Yakima County and the Contractor.
Upon the effective date of the City withdrawal, this contract shall automatically and
simultaneously terminate.
The City agrees that this Acknowledgement will be incorporated by reference into the
Yakima County Professional Services Agreement for 9-1-1 Ambulance Transport Services.
DATED this 12 day of June, 2024.

BUSINESS OF THE CITY COUNCIL
YAKIMA, WASHINGTON
AGENDA STATEMENT
Item No. 3.B.
For Meeting of: June 11, 2024
ITEM TITLE: Resolution adopting the Acknowledgment of Section 12(d) of the
Yakima County Professional Services Agreement for 9-1-1
Ambulance Transport Services
SUBMITTED BY: *Sara Watkins, City Attorney
Aaron Markham, Fire Chief
SUMMARY EXPLANATION:
Yakima County completed an RFP proposal for a county-wide ambulance provider. Due to the large
volume of use within the jurisdictional boundaries of the City of Yakima, and the effects it would have on
the system if the City of Yakima were to withdraw from the county-wide service, the City is being asked
to provide 365 days advance notice of its withdrawal from the service. This is the same amount of time
that the County must provide notice if it were to terminate the contract for convenience. This
acknowledgement serves as the City's agreement that it will provide 365 days' notice before it withdraws
from the county-wide ambulance services.
The approved contract signed by the County was included in your June 4, 2024 packet.
