Source(s):City of Yakima Ordinance 2008-41 31 Pg. 8 • City Council Study Session • History of Downtown Business Improvement Districts • June 11, 2024 DYBID 2008 - Exhibit " C " The City can use assessment revenues to supplement the cost of contracting services for the following: • Clean Services: pressure wash, weed abatement, trash removal, special projects, and graffiti removal • Safety Services: create a safe environment for visitors, customers, and employees through the ambassador program (ambassadors on the street 11 :00 am — 7:30 pm April 15-October 15, 7 days a week) • Landscaping and special projects: shall manage the hanging baskets, flower beds, and flower pots • Economic and Business Development: recruit new tenants and increase the number of living units available • Marketing/Communication: website service expansion to ensure businesses in the district have an internet presence, weekly emails, bi-annual restaurant guide, and annual business guide. • Advocacy/Leadership/Administration: Executive Director, Director of User Experience, Clean and Safe Team Supervisor, and Maintenance Foreman. They did not refer to reforming or re-establishing the old district, only that a new district was formed. Special assessments can be used for the following if the City determines: A. The acquisition, construction or maintenance of parking facilities for the benefit of the area; B. Decoration of any public place in the area; C. Promotion of public events that are to take place on or in public places in the area; D. Furnishing of music in any public place in the area; E. F• if 39 Downtown Yakima Business Improvement District ( DYBID) Advisory Board • The DYBID Advisory Board consists of five members representing business owners and operators assessed by the DYBID and shall reflect the diversity of Yakima's population. • Terms are three years with a limit of 3 consecutive terms. • Chairperson, vice-chairperson, and secretary shall be appointed every January. • Duties of the board include but are not limited to: • Consider and discuss input from the assessed business owners and operators within the DYBID, the quality and sufficiency of the services provided by the entity or entities contracting with the city for the services described in the DYBID establishing ordinance • Expected to communicate the reports, requests, and recommendations generated as a result of the regular board meetings to the city council on an ongoing basis • Appear before the city council on a quarterly basis and present any reports, concerns, or requests that the board would like the city council to consider on behalf of the DYBID. • The board shall submit a written advisory report to the city council no less than annually that comprehensively describes the prior year's service performance and how well expectations consistent with the scope of services identified in the DYBID establishing ordinance have been accomplished. Promotion of public events that are to take place on or in public places in the area; D. Furnishing of music in any public place in the area; E. Providing professional management, planning and promotion for the area, including the management and promotion of retail trade activities in the area; F. Providing maintenance and security for common public areas; and G. Any other purpose that may hereafter be permitted under 35.87A.010 RCW, as amended, or its successor statute, if any.
