Roll Call Members Present: Mayor Patricia Byers, Lisa Vallejo, Sarah Davila, Juliana Marroquin, John Cooper, Charlie Robin, Anne Moneymaker, and Angie Girard Members Absent: Jason White, Sara Allen City Staff Present: Alex Meyerhoff, Steve Groom, Brenda Fehlhafer, Kimberly Dominé, and Andrea Flores Others Present: Connie Upton, Greg Lybeck, Rich Austin, Ryan Beckett, and Kathy Kramer Previous Meeting’s Minutes Motion: Charlie Robin moved and Angie Girard seconded to approve the previous meeting minutes with change. The motion carried by unanimous vote. Correspondence Correspondence received from the City of Yakima was reviewed by the committee. City of Yakima Proposed 2021 Budget Lodging Tax Allocation Staff Report and COVID Updates Steve Groom presented the staff report on 2020 Actual Revenues Update and the 2021 Revenue Estimate showing the assumptions underlying the current estimate of $1,400,000. Continued Business Committee members discussed the 2021 Lodging Tax Application Grant process, Lodging Tax RCWs, City Ordinances and the 2020 and 2021 lodging tax revenues and expenditures. Motion: Sarah Davila moved and Angie Girard seconded to prioritize room revenue generators, those bringing in room nights and supporting lodging tax. The motion failed by 4-4 vote. Vallejo, Davila, Marroquin, and Moneymaker voted yes. Byers, Cooper, Robin, and Girard voted no. Motion: John Cooper moved and Charlie Robin seconded to remove the Yakima Air Terminal application from consideration of the 2021 funds. The motion carried by unanimous vote. 2:43 pm Mayor Patricia Byers requested John Cooper to take over as chair and continue meeting as she left. Motion: Charlie Robin moved and Lisa Vallejo seconded to remove the Yakima Valley Museum application as a recipient. The motion carried by unanimous vote. Motion: Angie Girard moved and Charlie Robin seconded to approve remaining applicants at 94.22% of their requests except for 100% of convention center debt, assuming an estimated $1.4M revenue, to have a balanced budget. The motion failed by 4-3 vote. Vallejo, Davila, Marroquin, and Moneymaker voted no. Cooper, Robin, and Girard voted yes. Byers absent from vote. Motion: Sarah Davila moved and Lisa Vallejo seconded to adjourn the meeting and schedule another meeting to finalize 2021 grant application process. The motion carried by unanimous vote. Meeting adjourned at 3:47 pm.
