To quote the city spokesperson (Yakima Herald-Republic, April 27), the
Sustainable Yakima Committee "no longer exists."
I applied to the committee because it addressed an issue that's important to me. I
was excited to learn about what other cities were doing in this area and to be part
of the effort to help Yakima manage the challenges of climate change.
I understand that the Council sets priorities for the city. Any proposal from the
committee would've required your approval. But the way the Council majority
made this decision is deplorable.
Your justifications for repeal don't hold up. The cost savings, if any, are
miniscule. Even if we accept the 25 hours per month for the two eliminated
committees, that's only $15000 per year out of a budget in the tens of millions.
I'm grateful for the time spent by Rosylen Oglesby and Trace Bradburn, but the
bulk of the work on the Climate Action Plan was done by a CivicSpark fellow
which is a subsidized position. A new fellow had just been hired before the
council's actions. In terms of time, no councilmember ever attended one of our
meetings.
A further justification was that the committee has served its purpose and was no
longer needed (KIMA, April 4). But in fact we had only just started--we wanted to
continue to review what the city is already doing in terms of sustainability, to
revise the Climate Action Plan, to implement strategies for efficiencies, to seek out
grant opportunities, and so on. Such shortsightedness could very well cost the city
in lost opportunities.
The mayor has also suggested that removal from city code provides "greater
flexibility" to be a "true citizen committee" (Byers email, April 16). But why
single out only two committees for that status? If that would be so beneficial for
us, why not repeal all advisory committees? We know that's not going to happen.
In February, I tried to ask the Council to allow us to make our case to remain under
city sponsorship. It seemed reasonable to me to discuss your concerns and
determine a possible compromise. But the majority of the Council seemed to be in
a hurry to get this done. The majority seemed uninterested in what anyone else
thought. The protest petitions were a response to this dismissiveness.
As it turns out, the Auditor's office provided two petition certification numbers to
the city. A certificate of voter participation (November 30, 2023) clearly states
that "this figure shall be used by the [tax] district in determining the number of
votes required for bond or levy passage in 2024." It does not state that the 12,598
total represents the general city election. Since the county administers general
elections for all jurisdictions including cities, school districts, and so on, the tax
district overlaps more than one general election. The city charter isn't clear on
how a "general city election" should be defined.
The city is entitled to interpret its charter, but it's a really bad look. At first, the
city deferred inquiries to the Auditor's office (Yakima Herald-Republic, April 20),
and then questioned the lower certification number after an internal review (Zabell
email, April 19). The city decided that a "general city election" should include two
unrelated school board elections. Upon rejection of the petitions, nothing compels
you to listen to the voices of over 1100 of your constituents.
And that's a great loss, because if you did have a conversation with the committees
involved, we might find that we do agree with each other perhaps 80 percent of the
time. I'd like to think we're on the same side with the best interests of our
community in mind. I'd like to think we're all better off when we listen to each
other.
