SUMMARY EXPLANATION:
On August 25, 2009 the Board of County Commissioners adopted County Resolution
401-2009 which signified the intent of Yakima County on . January 1, 2010 to withdraw
from the Yakima Urban Area Regional Planning Agreement, thereby ending over 32
years of cooperative planning in the Yakima Urban Area. The Yakima Regional
Planning Commission is currently in the process of reviewing amendments to the
Yakima Urban Area Zoning Ordinance, and the West Valley Neighborhood Plan. These
reviews may not complete these reviews before January 1, 2010.
The attached Resolution would authorize the Interim appointment of the members of the
Regional Planning Commission to serve as the City Planning C in order to
complete the review of items currently pending and until such time that a City Planning
Commission can be appointed.

A RESOLUTION related to an Interim Appointment, of the Yakima Urban Area
Regional Planning Commission to serve as the Provisional City of
Yakima Planning Commission
WHEREAS, on August 25, 2009 the Board of County Commissioners adopted County
Resolution. 401-2009 which signified the intent of Yakima County on January 1, 2010 to
withdraw from the Yakima Urban Area Regional Planning Agreement, thereby ending over
32 years of cooperative planning in the Yakima Urban Area; and
WHEREAS, after the Yakima City Council evaluated various procedural alternatives,
including a request for the County to delay their withdrawal from this Agreement, concluded
the City of Yakima must establish it's own City Planning Commission; and
WHEREAS, the City of Yakima is a First Class City under the Washington State
Constitution and is authorized under RCW 35.63 to appoint a planning commission to conduct
comprehensive land use planning matters and citizen participation on such matters; and
WHEREAS, residents and property owners in the City of Yakima should not be
inconvenienced or suffer any procedural delay during the period of time it may take to recruit
and appoint a City of Yakima Planning Commission; and
WHEREAS, Yakima Urban Area Regional Planning Commission has represented the •
Yakima Urban Area since 1977 and includes appointees from the City of Yakima, Yakima
County and Union Gap; and
WHEREAS, the Yakima Regional Planning Commission is currently in the process of
reviewing amendments to the Yakima Urban Area Zoning Ordinance, and the West Valley
Neighborhood Plan and may not complete these reviews before January 1, 2010, now,
therefore

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City of Yakima hereby requests that the current membership of the Yakima
Urban Area Planning Commission be established as an Interim City of Yakima Planning
Commission in order to complete the review amendments to the Yakima Urban Area
Zoning Ordinance and the West Valley Neighborhood Plan and continue to function as the
City Planning Commission until such time that the City has appointed a new Planning
Commission
