Misc Distributed at the Meeting Distributed t the 3 / Meeting y My name is David Macias, president of AFSCME Local 1122 If you take a look at our master pay ordinance, wage compression will be blatantly obvious Let me give you an example A Department Assistant One is at a 5.5 pay grade AND a Department Assistant Two is at a 6.5 pay grade These positions require different amounts of experience And yet they both start JUST two pennies above minimum wage pause Does that sound Competitive? Unfortunately, this theme festers throughout the master pay ordinance Another example exists out at Wastewater with the Industrial Maintenance Mechanic position If an Industrial Maintenance Mechanic one was on his last step and wanted to get a "promotion" He would need to test and become licensed as a Wastewater Operator one This process isn't easy or fast It's like taking higher education classes after work Once licensed, he would be promoted to an industrial maintenance mechanic two How is he compensated? He's not He would be started at step D which is the fourth step out of a five-step progression Normally if everything goes right It takes an employee three and a half years to make it through the five- step progression Instead of having five steps to grow into This so-called promotion has just one step left and he'll be maxed out in 6 months There is too much overlap in our promotional positions Not just at wastewater but everywhere We are no longer rewarding long-tenured employees with valuable experience like we should When you combine this issue with uncompetitive wages, Rising insurance premiums, and no longevity for employees hired after 2012 You start to understand why people don't want to put down roots with the City of Yakima It doesn't stop there There are positions like mine that have absolutely no hope of advancing within our organization We all too often pass up experienced employees who have put years and sometimes decades into our organization If we are going to keep our essential employees that keep this city running and attract new ones This needs to change I am tired of saying goodbye to great people who deserve to be compensated appropriately And I hope that you all take this information under serious consideration I have attached my speech and highlighted pages from the master pay ordinance that I reference Thank you Master Pay Ordinance - Legislative zl • VI Page 9 of 38 -NNW/ City of Yakima, WA Jam, Job Claris Cods s Title Pay -Effect 8tsp Sep Step Step Step Step- Grade Date .
