ITEM TITLE: Consideration of a Resolution for a grant application to the
Washington Association of Sheriffs & Police Chiefs to fund graffiti
abatement

SUMMARY EXPLANATION:
The Yakima Police Department is authorization to submit a grant
application to the Washington Association of Sheriffs & Police Chiefs (WASPC). This
grant will fund local efforts to carry out a sustained graffiti paint -out program through
June 2009. The grant request is for $12,000 which will be used to fund overtime for a
Corrections Officer to supervise inmate workers for forty -four (44) eight -hour shifts.
$11,383.68 will be allocated for overtime reimbursement and the remaining $616.32
will be used to reimburse fuel costs associated with the operation of vehicles
supporting the project. The project's operations will be coordinated with those of the
City of Yakima Office of Neighborhood Development Services (ONDS) which receives
a large majority of the graffiti complaints citywide.

A RESOLUTION authorizing application for an Graffiti/Tagging Abatement Grant in
the amount of $12,000 from the Washington Association of
Sheriffs & Police Chiefs; designating the Chief of Police and the
City Manager to act as the official representatives of the City of
Yakima with regard to the grant; and authorizing their actions to
accept the grant and execute all necessary documents and
contracts to implement the grant, if awarded.
WHEREAS, WASPC has been provided with funds that have been reserved for
the purpose of establishing grants to local law enforcement agencies in order to enhance
their ability to eradicate graffiti; and
WHEREAS, the City of Yakima and Yakima County continue to be impacted by
high levels of graffiti/vandalism; and
WHEREAS, the City of Yakima does not possess the resources necessary to
carry out sustained graffiti paint out operations over extended periods of time; and
WHEREAS, the terms of the grant application define the Authorized Official as
the "Chief Executive Officer of the (law enforcement) Agency or his designee "; and
WHEREAS, the City Council of the City of Yakima considered this matter at an
open public meeting in which citizens were provided an opportunity to comment; and
WHEREAS, the City Council of the City of Yakima deems it to be in the best
interests of the City to authorize subrhission of an application to the Washington
Association Of Sheriffs & Police Chiefs for said funds and execution of all necessary
documents and contracts to complete said grant transaction, now, therefore.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. The City of Yakima is hereby authorized to submit a completed grant
application to the Washington Association Of Sheriffs & Police Chiefs to
obtain a grant to fund local efforts to carry out a sustained graffiti paint out
program.
2. The Chief of Police and the City Manager are hereby designated as the
official representatives of the City of Yakima with regard to the grant.
3. The Chief of Police and the City Manager are authorized to accept the grant
and execute all necessary documents and contracts to implement the grant,
if awarded.
