YAKIMA CITY COUNCIL
December 5, 2023

5:30 p.m. Regular Meeting conducted in person and virtually via Zoom
1. Roll Call
Present: Mayor Janice Deccio, presiding; and Councilmembers Matt Brown, Patricia Byers,
Holly Cousens, and Danny Herrera
Staff: City Manager Robert Harrison, City Attorney Sara Watkins, and City Clerk Rosalinda
Ibarra
Absent and Excused:Assistant Mayor Soneya Lund and Councilmember Eliana Macias
2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge VIlaserior who announced interpreter services are available in
Spanish.
4. Public Comment
Kamal J. Singh, non-City resident, spoke regarding Sikh temple fundraising efforts and
extended an invitation to the community for their upcoming event.
Tony Courcy, City resident, spoke regarding several matters.
5. Open Discussion for the Good of the Order
A. Proclamations
Draft Homeless Persons' Memorial Day Proclamation
MOTION: Cousens moved and Byers seconded to approve the proclamation. The
motion carried by unanimous vote.
B. Appointments to Boards, Commissions and Council Committees
Council Nominating Committee recommendation for appointments to
Boards& Committees
Mayor Deccio reported on the November 27, 2023 Council Nominating Committee meeting.
The recommendation for appointments and reappointments is as follows:

MOTION: Cousens moved and Brown seconded to approve the Council Nominating
Committee recommendation. The motion carried by unanimous vote.
6. Council Reports
None.
7. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 7C was removed from
the consent agenda. The City Clerk read the Consent Agenda items, including resolutions
and ordinances, by title. (Items on the Consent Agenda are handled under one motion without
further discussion—see motion directly below.)
MOTION: Cousens moved and Herrera seconded to approve the consent agenda as
presented. The motion carried by a 5-0 roll call vote; Lund and Macias absent.
A. Approval of minutes from the November 21, 2023 City Council regular meeting and
November 28, 2023 City Council study session
B. Resolution adopting Council Business meeting schedule for 2024
RESOLUTION NO. R-2023-165,A RESOLUTION adopting the City Council 2024 regular
business meeting schedule.

D. Resolution awarding of Bid 12343 and authorizing purchase of hoses, nozzles,
shutoff valves and tips from Cascade Fire and Safety

Items Removed from the Consent Agenda
A. Resolution authorizing the Sole Source Purchase of water meter products from
Badger Meter Inc
Item 7C-removed from the Consent Agenda. Public Works Director Scott Shafer provided a
brief description regarding the sole source purchase. The City Clerk read the resolution by
title.
MOTION: Byers moved and Brown seconded to adopt the resolution. The motion
carried by a 5-0 roll call vote; Lund and Macias absent.
RESOLUTION NO. R-2023-166,A RESOLUTION authorizing the Sole Source purchase of
water meter products from Badger Meter Inc. for the City of Yakima's existing automated water
metering system.
PUBLIC HEARINGS
8. Final Public Meeting to receive comments on the draft 2024 Annual Action Plan for HOME and
CDBG funded programs
Assistant City Manager Rosylen Oglesby briefed Council on the strategies, goals and
objectives included in the draft 2024 Annual Action Plan (AAP). Oglesby noted that the AAP
can be found online and hardcopies are available at City Hall. She also provided clarification
regarding carryforward funds and the 2023 Annual Action Plan.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
DEPARTMENT ITEMS
9. Resolution approving an interlocal agreement with Yakima County for the provision of jail
services
Corrections Commander Maritza Davis briefed Council on the resolution.
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Brown seconded to adopt the resolution. The motion
carried by a 5-0 roll call vote; Lund and Macias absent.

Director of Finance and Budget Mark Roberts briefed Council on the resolution updating the
Master Fee Schedule pertaining to Airport, Codes, Planning, Parks, and Police Services fees.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion
carried by a 5-0 roll call vote; Lund and Macias absent.
RESOLUTION NO. R-2023-172,A RESOLUTION of the City of Yakima, Washington,
amending a Master Fee Schedule.
11. Ordinance to adopt the 2024 Mid-Biennial Budget
Director of Finance and Budget Mark Roberts briefed Council on the proposed ordinance to
adopt the 2024 Mid-Biennial Budget.
MOTION: Herrera moved and Cousens seconded to amend the ordinance to
designate $719,000 of ARPA funds as loss revenue. The motion carried by a 5-0 roll call
vote; Lund and Macias absent.
MOTION: Herrera moved and Cousens seconded to amend the proposed budget to
add $719,000 into the MLK aquatics fund with the intention to adopt at a future
meeting. The motion carried by a 5-0 roll call vote; Lund and Macias absent.
The City Clerk read the ordinance with amendments by title only.
MOTION: Byers moved and Cousens seconded to pass the ordinance as amended
with two amendments. The motion carried by a 5-0 roll call vote; Lund and Macias absent.
ORDINANCE NO. 2023-043,AN ORDINANCE adopting the modification of the 2023-2024
Biennium Budget; setting forth the estimated revenues and appropriations; and establishing an
effective date.

13. Adjournment
MOTION: Cousens moved and Byers seconded to adjourn to the next Council regular
meeting on December 12, 2023, at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote. The meeting adjourned at 6:04 p.m.
