Minutes for September 20, 2023
1. Call to order by Chair Jeff Scott at 4:31 p.m.
2. Roll Call: members present Jeff Scott, Ajit Gill, Jeremy Leavitt, Marcelino
Osorio (via Zoom), Dan Schapiro
City staff- Rosylen Oglesby, Sy Ruiz
3. Jeremy moved to approve the Minutes from August 16. Aj it seconded. Motion
passed.
4. Public Comment: Coleen Anderson shared the news that the American Climate
Corps has been launched as a Federal program. She also shared the opportunity for
committee members to tour the urban forest in Toppenish.
5. Dr. Sara Cate, chair for the Yakima chapter of Citizens' Climate Lobby, gave a
presentation on Climate Change and Health. She noted that several impacts related
to heat and air quality are already being felt. As of April 2023, Yakima ranks 20th
nationwide for the highest level of short term air pollution. Dr. Cate provided
resources for enhancing community resiliency such as Rewiring America

6. The committee began reviewing the draft Climate Action Plan in detail.
Suggestions were made up through the section on Environmental Justice. Changes
are being tracked in Google Docs.
Marcelino has access to a list of city controlled power meters. He will be able to
target savings opportunities and suggest stacked incentives.
Jeremy mentioned the C40 Cities site as resource. hhUsL:/,,"www.c40.or Ti
Rosylen indicated that inter -views are being conducted for a new Civic Spark
fellow, and that Trace Bradburn will be the city staff contact starting in October.
Roslyen also shared that the Department of Commerce is now asking the city to
return the feasibility study grant for the anaerobic digester.

Minutes for October 18, 2023
1. Call to order by Chair Jeff Scott at 4:33 p.m.
2. Roll Call: members present Jeff Scott, Ray Paolella, (via Zoom), Jeremy
Leavitt, Dan Schapiro
City staff Trace Bradburn, Rosylen Oglesby
3. Approval of the Minutes from September 20 was tabled.
4. Public Comment: Coleen Anderson shared contact information for Debra Byrd
who will help arrange a tour of the Toppenish tiny forest.
Jose Garcia expressed concern about getting questions answered from the city.
(Not sure if this needs to be included.)
5. The committee competed the first pass on reviewing the draft Climate Action
Plan. The plan now includes five ,sectors. The committee plans to revisit and
possibly expand some sections of the draft.
Rosylen indicated that the committee will need to give a report to the Yakima City
Council by the end of the year.
The committee will discuss whether or not to hold a December meeting at the
November meeting.
Trace will update the committee on the anaerobic digester at the November
meeting.

Re: Next steps for the city's Clean Green Resources & Electrification grant contract; award number 22-
92201-002.
Bradburn-
Thank you for working with us to negotiate the contract and scope for the City of Yakima's Clean Green
Resources and Electrification Project. The contingent award was not to exceed $1,000,000. Per the city's
original application, the project intended to "complete a robust feasibility study and evaluate anaerobic
digestion to recover bioBas,generate electricity, and capture nutrients from organic waste streams
while reducing air emissions by pilot testing emerging technologies for cleaning and electrifying its
waste hauling fleet." we understand that due to escalating project costs and trying to establish
partnerships, your project's scope needed to be revised since the initial conditional award was given on
February 28, 2022. We appreciate the work you have put in to try to make this a viable project despite
those challenges while keeping within the confines of your awarded application and the intent of the
Clean Energy Fund4' Research Development & Demonstration (RDQ^D)0rant program.
Unfortunately, the latest proposal to truncate the scope of work to a feasibility study for an anaerobic
digester coupled with a non -operational demonstration digester strays too far from the intent of the
RD&Dprogram and the original application and vvecannot accept this scope change. |fyou have any
additional proposals not previously mentioned, please let us know. If you do not, then you otherwise
have the option ofdeclining the award and re -applying in the next round of RO&D, vvh\oh is expected to
open in early October. Please send us a response to confirm the City ufYakimm'sdecision.
