Meeting was called to order at approximately 5:30P.M.
II.Roll Call
Commissioners Hall,Bussey,Edmondson,Mannand King were present.
III.Approval of Meeting Minutes from 07/26/2023
Minutes were approved unanimously.
IV.Staff Announcements–Planning Manager Calhoun announced the following:
September 1, 2023 the Washington State Advisory Council on Historic Preservationheld one
of their quarterly meetings. Fruit Row was a topic at that meeting and Fruit Row was added
to the Washington Heritage Register, and has been forwarded on for review at the national
register level.
V.Audience Participation
Dave Schmitt came forward to state his opposition regarding the fence on Naches Ave,
hoping for City Council to take his comment into consideration.
Lisa Beeson came forward to state her concerns regarding her opposition to the dwelling unit
capacity. The concern was about the increase of the dwelling unit capacity from seven to
twelve because it will negatively impact the parking situation, and the volume of people in
that area according to Lisa.
VI.Old Business
A.Naches Avenue Overlay Zone –Council Recommendation
Joseph Calhoun, Planning Manager/ Historic Preservation Liaisonreminded the
commission and audienceabout the meeting that happened in July and the results of the
comments that were made at that meeting readjustedto the proposed Historic Overlay
zone standards. One of the changes was to allow mixed use as a compatible usewithin
this overlay.Joseph also reassured that the dwelling unit capacity being set at 12 should

not negatively impact the overlay because those lots would still have to maintain all the
standardsof parking and lot coverage and set back, there will still be limitations.
Additional language to the parkingwas addedthat clarified off alley parking and existing
driveways that are currently off of Naches will not be deemed non-conforming, but for any
further developments to that property the existing driveways would have to conform with
the implemented standards. Mixed use standards that are a part of the zoning ordinance
have been incorporated into this overlay.
Minor word,format changes weremade. Now a formal recommendation from the
commission regarding this overlay to the council is pending. The recommendation would
then be presented to City Council, if council wishes to move forward, then the proper
steps would then be directed to go throughthe proper process. CommissionerEdmonson
askedabout the parking and Joseph answered that the focus is for alleyway parking
rather than allowing any curb cuts from Naches and any increases on street parking
would rely on what isgoing to happen developmental wise with the larger vacant lots.
Joseph discussed and explained more about the mixed-usesection of this overlay.
Joseph explained what would happen if the commission decided to recommend this to
the City Council. The YakimaHistoric commission unanimously voted to move this
recommendation of the Naches Avenue Overlay Zone to the City of Yakima Council. The
commission also unanimously voted to sent a formal letter to city council stating the
commissions objection of fencing off parts of the median on Naches Avenue. They also
discussed the Naches Avenue overlay proposal clarifying what the commission would be
proposing to council and the commissionunanimously voted on revising the
recommendation to include a statement about retaining public access to the medians
because they are public parks. Joseph will be putting some language together for the
commission to later review to move forward with the process of presenting their
recommendation to City Council.
VII.Other Business
There is not a timeline when to expect updates regarding Fruit Row, Joseph will ask Spencer
or someone at the state.
VIII.Adjournment
A motion to adjourn to October 25, 2023 was passed with a unanimous vote. The meeting
was adjourned atapproximately 6:05P.M.

Subject:NachesAvenue Fencing
Greetings,
The city of Yakima Historic Preservation Commission (HPC) is tasked with actively
encouraging the conservation of Yakima’s historic resources. One of the many ways this
is accomplished is through the review and recommendation to the Yakima City Council on
municipal improvements undertaken by the city of Yakima.
The city of Yakima has been the recipient of grant funding from the Washington State
Department of Archaeology and Historic Preservation (DAHP) which has included an
inventory and recommended Historic Overlay Zone (HOZ) standards for the Naches
Avenue corridor. On September 27, 2023 the HPC reviewed and recommended approval
on the final draft of the HOZ standards, and modified the language to preserveaccess to
the Naches Avenue medians.
The median is an integral part of the character of Naches Avenue, and unimpeded access
to its green spaces has historically been the heritage of all citizens of Yakima. The HPC
does not recommend fencing along the Naches Avenue median which would limit or
restrict public access to this historic corridor. A motion to draft this letter was approved
unanimously at the September 27, 2023 HPC meeting, with the letter being finalized for
delivery to the Council on October 25, 2023
