Public Comment There will be 35 minutes allotted for public comment with two and a half (2 1/2) minutes per speaker in order to allow as much opportunity as possible for audience participation. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of minutes from the October 17, 2023 City Council regular meeting and October 24, 2023 City Council study session B. Set date of November 21, 2023, for a public hearing and approval of an Interlocal Agreement for the 2023 Justice Assistance Grant (JAG) Program C. Resolution authorizing an agreement with Iron Horse LLC for Project SW2651 2023 Drainage Improvement District Rehabilitation D. Resolution authorizing an amendment assigning an airport lease agreement with James Keene to Jose Castaneda and Cecilia Valdivia E. Resolution authorizing a Small Community Air Service Development Program grant award from the United States Department of Transportation to assist the City for air service development and marketing strategies directed toward increased flights to and from the Yakima Air Terminal- McAllister Field F. Resolution authorizing Task Order 2023-04 Supplemental Engineering Agreement for Professional Services with JUB Engineering, Inc. for the Terminal Building Modernization Project Phase 1 A at the Yakima Air Terminal-McAllister Field G. Resolution authorizing City Manager to execute the funding agreements with Housing and Urban Development (HUD)for the 2023 HOME and CDBG grant contracts H. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations from unappropriated fund balances within various funds for expenditure during 2023 for various purposes (Second Reading) PUBLIC HEARINGS 8. Public Hearing and Resolution declaring certain property originally part of Drainage Improvement District#39, later abandoned by Yakima County and ceded to the City, to be surplus to the City needs 9. Public hearing and Ordinances pertaining to Ad Valorem Taxes to be levied for collection in Fiscal Year 2024 10. Public Hearing regarding proposed Utility Tax increase 11. First public hearing on the 2024 Mid-Biennial Budget for the City of Yakima DEPARTMENT ITEMS 12. Draft 2024 State and Federal Legislative Priorities 13. Resolution to establish a Debt Financial Policy for the City of Yakima 14. Resolution ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable contracts for the 2023 police vehicle order 15. Ordinance amending Yakima Municipal Code 6.27.060, setting time limit for an owner to retrieve impounded shopping carts, and adding a new section, YMC 6.27.075, for appeals 16. Resolution placing the shopping cart appeal fee in the Master Fee Schedule 17. Other Business 18.
