MINUTES YAKIMA CITY COUNCIL October 3, 2023 City Hall — Council Chambers -129 N 2nd Street, Yakima, WA 5:30 p.m. Regular meeting I Conducted in person and virtually via Zoom Roll Call Present: Mayor Janice Deccio, presiding; Assistant Mayor Soneya Lund (attending remotely via Zoom), and Councilmembers Patricia Byers (attending remotely via phone), Matt Brown (attending remotely via Zoom), Holly Cousens, Danny Herrera, and Eliana Macias (attending remotely via Zoom) Staff: Acting City Manager Scott Schafer, City Attorney Sara Watkins and City Clerk Rosalinda lbarra 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge VIlasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Proclamations National Disability Employment Awareness Month Proclamation Mayor Deccio proclaimed the month of October 2023 as "National Disability Employment Awareness Month." Reg George and Juan Ortiz accepted the proclamation. 5. Council Reports A. Discussion on the order of agenda items City Attorney Sara Watkins briefed Council regarding the order of items on the City Council meeting agendas. After discussion, MOTION: Byers moved and Cousens seconded to direct the City Manager to put public participation as item number 4 on the agenda. The motion carried by unanimous vote. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there Page 1 of 3 218 were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see motion directly below.) MOTION: Cousens moved and Herrera seconded to approve the consent agenda. The motion carried by a 7-0 roll call vote. A. Approval of minutes from the September 19, 2023 City Council special meeting and September 19, 2023 City Council regular meeting B. Project Completion and Contract Acceptance for Combined Construction Inc for the 1st Level Reservoir Repair and Improvements Project 2533 C. Resolution authorizing the trade-in of various surplus cellphones RESOLUTION NO. R-2023-133, A RESOLUTION authorizing the trade-in of various surplus cellphones. D. Resolution authorizing an Airport Lease Agreement with Eugene O'Dell, dba O'Dell Enterprises RESOLUTION NO. R-2023-134, A RESOLUTION authorizing an Airport Lease Agreement with Eugene O'Dell, dba O'Dell Enterprises. E. Resolution authorizing grant applications to the Federal Aviation Administration (FAA) for Capital Improvement Projects for the Yakima Air Terminal Building Modernization project at the Yakima Air Terminal -McAllister Field RESOLUTION NO. R-2023-135, A RESOLUTION authorizing grant applications to the Federal Aviation Administration (FAA) for Capital Improvement Projects for the Yakima Air Terminal Building Modernization project at the Yakima Air Terminal -McAllister Field. Public Comment None. PUBLIC HEARINGS 8. Open record public hearing to consider the Yakima Planning Commission's recommendation on a Comprehensive Plan Amendment (CPA#001-23) and Rezone (RZ#001-23) request for property at 1111 N 35th Ave Planning Manager Joseph Calhoun briefed Council on the public hearing. Mayor Deccio opened the public hearing. With no one coming forward or calling in to speak, Mayor Deccio closed the hearing. MOTION: Cousens moved and Herrera seconded to approve and direct staff to prepare the appropriate ordinance for consideration at a subsequent meeting. The motion carried by unanimous vote. Resolution authoring the City Manager and Chief of Police of the City of Yakima to execute an Interlocal Agreement between the County of Yakima, City of Grandview, City of Moxee, City of Selah, City of Sunnyside, City of Toppenish, City of Union Gap, City of Wapato, City of Yakima, and City of Zillah to establish and maintain a multi jurisdictional Crisis Response Unit Police Captain Shawn Boyle briefed the Council on the proposed resolution regarding an interlocal agreement to establish and maintain a multi -jurisdictional Crisis Response Unit. The City Clerk read the resolution by title only. MOTION: Cousens moved and Byers seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2023-136, A RESOLUTION authorizing the City Manager and Chief of Police of the City of Yakima to execute an Interlocal Agreement between the County of Yakima, City of Grandview, City of Moxee, City of Selah, City of Sunnyside, City of Toppenish, City of Union Gap, City of Wapato, City of Yakima, and City of Zillah to establish and maintain a multi jurisdictional Crisis Response Unit. 10. Other Business Councilmember Cousens referred to an audit report for the City of Yakima issued by the Washington State Auditor's Office. MOTION: Cousens moved and Byers seconded to add to a future meeting a discussion on the audit finding report. The motion carried by unanimous vote. 11. Adjournment MOTION: Cousens moved and Herrera seconded to adjourn to the next Council study session on October 10, 2023, beginning with Executive Session at 4:45 p.m. in the Council Chambers at City Hall.
