There will be 35 minutes allotted for public comment with two and a half (2 1/2) minutes per speaker in
order to allow as much opportunity as possible for audience participation. Written communication and e-

Items listed are considered routine by the City Council and will be enacted by one motion without
discussion. A Council member may request to remove an item from the Consent Agenda and, if approved,
it will be placed on the regular agenda for discussion and consideration.
A. Approval of minutes from the October 17, 2023 City Council regular meeting and October
24, 2023 City Council study session
B. Set date of November 21, 2023, for a public hearing and approval of an Interlocal
Agreement for the 2023 JAG Grant
C. Resolution accepting Office of Public Defense grant award
D. Resolution to amend an Interlocal Agreement between the Washington State Department
of Transportation, Yakima County, and the City of Yakima for the Naches-Cowiche Flood
Risk Reduction and Floodplain Restoration Project
E. Resolution authorizing the City Manager to set the 2024 Airport Rates and Charges
within the Master Fee Schedule with a five percent(5%) annual increase.
F. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations
from unappropriated fund balances within various funds for expenditure during 2023 for

various purposes (Second Reading)
PUBLIC HEARINGS
8. Public Hearing and Resolution declaring certain property originally part of Drainage
Improvement District#39, later abandoned by Yakima County and ceded to the City, to be
surplus to the City needs
9. Public hearing and ordinances pertaining to Ad Valorem Taxes to be levied for collection in
Fiscal Year 2024.
10. First public hearing on the 2024 Mid-Biennial Budget for the City of Yakima
