2, Public comment (allow 15 minutes)
Debbie Libbee, City resident, spoke about public health and safety issues happening in the
Miller Park neighborhood.
Joey Anderson, City resident, expressed concern about transparency and accuracy related
to public records, specifically code compliance and police records.
3. Summary of 2023 Special Events and Cruise Nights
Planning Manager Joseph Calhoun briefed the Council on the 2023 special events. The City
permitted a variety of special events in the City of Yakima including multi -day sporting events,
parades, marches, and street closures. Yakima Police Department Lt. Ira Cavin provided
information on cruise night events and overtime expenditures.
4. Resolution authorizing a Second Amendment to the Employment Agreement for the City
Manager
City Attorney Sara Watkins briefed the Council on the proposed resolution. The City Clerk
read the resolution by title only.
MOTION: Cousens moved and Byers seconded to adopt the resolution. The motion
carried by unanimous vote.

MOTION: Lund moved and Cousens seconded to adjourn to the next Council
special meeting on September 19 2023, at 3:00 p.m. at Fire Station 95, located at 807
E. Nob Hill Blvd. The motion carried by unanimous vote. The meeting adjourned at 5:20
p.m.
