A. Approval of minutes from the October 3, 2023 City Council regular meeting and October
10, 2023 City Council study session
B. Financial Policy Update - Debt Policy (New)
C. Project Completion and Contract Acceptance with Knobels Electric Inc for the Cityhall
Sidewalk Replacement Project 2750
D. Set date of November 7, 2023 for a Public Hearing to declare property surplus to the City
needs and abandon a section of former Drainage Improvement District (DID)#39
E. Resolution authorizing a Professional Services Agreement with RH2 Engineering for
professional engineering services of the 1-82 Sewer Main Extension Project 2760
F. Resolution authorizing the City Manager to set the 2024 Airport Rates and Charges
within the Master Fee Schedule with a five percent (5%) annual increase.
G. Resolution authorizing a multiple award to Newco Inc dba Cascade Columbia and Two
Rivers Terminal, for Bid 12337 Miscellaneous Chemicals for the Wastewater Treatment
Plant.

H. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#001-23) and concurrent Rezone (RZ#001-23) request by BORArchitecture on
behalf of Hear Me Now LLC
7. Public Comment
There will be 35 minutes allotted for public comment with two and a half (2 1/2) minutes per speaker in
order to allow as much opportunity as possible for audience participation. Written communication and e-
mail messages are strongly encouraged.
