Roll Call Present: Mayor Janice Deccio, presiding; Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens (attending remotely via Zoom), Danny Herrera and Eliana Macias (attending remotely via Zoom) Staff: City Manager Robert Harrison, Acting City Attomey Cynthia Martinez and City Clerk Rosalinda I barra 2. Public comment (allow 15 minutes) Erik Gonzalez, Executive Director of Urbanists Collective, a non-profit arts organization, spoke regarding an upcoming civic engagement opportunity including a community art project in the form of a mural which will be located on Front Street. 3. Resolution authorizing a Memorandum of Understanding regarding mental health services at Camp Hope temporary emergency homeless encampment Acting City Attorney Cynthia Martinez briefed the Council on the proposed resolution. The City Clerk read the resolution by title only. MOTION: Lund moved and Brown seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2023-112, A RESOLUTION authorizing a Memorandum of Understanding regarding mental health services at Camp Hope Temporary Emergency Homeless Encampment. 4. Update on the Yakima Air Terminal -McAllister Field new terminal building project funded by the Community Project Funding (CPF) Yakima Air Terminal Director Robert Hodgman updated the Council on the status of the Yakima Air Terminal -McAllister Field's new terminal building project funded by two Community Project Funding (CPF) Program, totaling $10 million dollars. The allocated funds are to be used for the design, engineering and construction of a new terminal building. 5. Union Gap Fire Protection Services Interlocal Agreement Presentation Page 1 of 2 200 Fire Chief Aaron Markham presented information regarding the interlocal agreementwith Union Gap for fire protection services. 6. Budget Review and Revenue Options City Manager Robert Harrison provided the current status regarding the use of American Rescue Plan Act (ARPA) funds and an update on the use of remaining funds. City Manager Harrison and Assistant City Manager Rosylen Oglesby presented an overview of proposed budget cuts and revenue options identified throughout the budget study sessions. Councilmembers were in general consensus of implementing a majority of the budget reduction proposals presented. The meeting recessed for a break at 7:22 p.m. and reconvened at 7:28 p.m. Several proposed reductions and revenue options were identified for further discussion. 7. Adjoumment MOTION: Lund moved and Byers seconded to adjourn to a special joint meeting with the Yakima School District Board of Directors on August 28, 2023 beginning at 4:30 p.m. in conference rooms A and B at the District's Central Services Building at 104 N. 4th Avenue. The motion carried by unanimous vote.
