August 15, 2023

5:30 p.m. Regular meeting conducted in person and virtually via Zoom
1. Roll Call
Present: Mayor Janice Deccio, presiding; Assistant Mayor Soneya Lund and Councilmembers
Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera, and Eliana Macias (attending
remotely via Zoom)
Staff: City Manager Robert Harrison, Acting City Attorney Cynthia Martinez, and City Clerk

2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge Villasetior who announced interpreter services are available in
Spanish.
4. Open Discussion for the Good of the Order
A. Presentations / Recognitions / Introductions
Recognition of Karina Solorio, CivicSpark Fellow, Sustainable Yakima
Committee
Economic Development Services Assistant Sy Ruiz recognized Karina Solorio for her work
with the Sustainable Yakima Committee through the CivicSpark Program. Ms. Solorio assisted
the Sustainable Yakima Committee in researching, analyzing, and presenting various issues to
help create a one-year action plan. Dan Schapiro, member of Sustainable Yakima Committee,
thanked and praised Karina for her research and hard work. Jeff Scott, member of Sustainable
Yakima Committee, mentioned her ability to provide science -based data which allowed the
committee to progress much faster with her contributions.
5. Council Reports
A. Council discussion regarding agenda topics for joint meeting with Yakima School
District
Council members identified topics of interest to include in the joint meeting with the Yakima
School District on August 28, 2023.

3. Free bus passes for students 18 and under
4. Recap regarding Handle with Care Program
5. Clarification regarding access to the grass areas being closed off

7. Summary of recovery since COVID including data of students' education levels
8. YSD budget challenges and long-term solutions
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Items 6G and 6L were
removed from the consent agenda. The City Clerk read the Consent Agenda items, including
resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one
motion without further discussion — see motion directly below.)
MOTION: Cousens moved and Lund seconded to approve the consent agenda as
amended. The motion carried by unanimous vote.
A. Approval of minutes from the August 2, 2023 City Council regular meeting and
August 8, 2023 City Council study session
B. 2023 2nd Quarter Financial Report
C. July 2023 Investment Transaction Report
D. Approve payment of disbursements for the period July 1-31, 2023

H. Resolution authorizing a three-year professional services agreement with HLA
Engineering and Land Surveying, Inc. to provide engineering services for the

J. Resolution authorizing an amendment to a lease agreement with the Yakima Air
Terminal -McAllister Field and PocketiNet Communications, Inc
RESOLUTION NO. R-2023-109, A RESOLUTION authorizing an amendment to an Airport
Lease Agreement between the City of Yakima and PocketiNet Communications, Inc.
K. Resolution updating the Master Fee Schedule on the Airport's Rates and Charges
RESOLUTION NO. R-2023-110, A RESOLUTION of the City of Yakima, updating a Master
Fee Schedule related to Airport rates and charges.
L. This item was removed from the Consent Agenda
M. Ordinance amending Yakima Municipal Code Chapter 7.04 Tahoma Cemetery
ORDINANCE NO. 2023-034, AN ORDINANCE relating to Public Services and Utilities;
amending section 7.04 of the Yakima Municipal Code; prescribing penalties; updating
administrative and recordkeeping procedures, liner size availability, available services, and
other housekeeping measures.
Items Removed from the Consent Agenda
A. Resolution authorizing an agreement with Leslie & Campbell Inc. for construction of
the Yakima Convention & Event Center 2023 Re -Roofing Project 2755
Assistant Mayor Lund stated she would abstain from voting due to conflict of interest.
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Byers seconded to approve the resolution. The motion
carried by unanimous vote; Lund abstained.
RESOLUTION NO. R-2023-106, A RESOLUTION authorizing an agreement with Leslie &
Campbell Inc for the Yakima Convention & Event Center 2023 Re -Roof Project 2755.
B.
Ordinance amending the Yakima Municipal Code 4.16.170 Refuse Storage,
Collection, and Disposal and the addition of clarifying Americans with Disabilities
Act (ADA) language
Councilmember Byers mentioned citizen concerns about carry -out service. Solid Waste and
Recycling Manager Bradburn provided an update. After discussion, the City Clerk read the
ordinance by title only.
MOTION: Byers moved and Cousens seconded to pass ordinance. The motion carried
by unanimous vote.
ORDINANCE NO. 2023-033, AN ORDINANCE amending the City of Yakima Municipal
Code Chapter 4.16, Garbage Storage, Collection and Disposal.
7. Public Comment
Don, City resident, spoke regarding several topics.

8. 2023 Update on Capital Improvement Projects Report
City Engineer Bill Preston presented the 1st and 2nd Quarter 2023 Capital Improvements
Projects, including challenges and future projects.
9. Resolution setting the date of September 5, 2023 for a Public Hearing to Amend the
Transportation Benefit District (TBD) Project List
City Engineer Bill Preston briefed the Council on the proposed resolution.
The City Clerk read the resolution by title only.
MOTION: Lund moved and Brown seconded to adopt the resolution. The motion carried
by unanimous vote.
RESOLUTION NO. R-2023-111, A RESOLUTION setting the time and place for public
hearing on September 5, 2023 at 6:00 PM for public comment on amending the Transportation
Benefit District (TBD) Project List.
10. Other Business
MOTION: Lund moved and Brown seconded to request that staff provide a
presentation to the City Council on the contract for Fire Service with Union Gap be
added to the Study session on 08/22/2023. The motion carried by unanimous vote.
11. Adjournment
MOTION: Lund moved and Cousens seconded to adjourn to the next Council study
session on August 22, 2023, at 5:00 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote. The meeting adjourned at 6:19 p.m.
