YAKIMA CITY COUNCIL
August 2, 2023
City Hall --Council Chambers -129 N 2nd Street, Yakima, WA
5:30 p.m. Regular meeting conducted in person and virtually via Zoom
1. Roll Call
Present: Mayor Pro Tern Soneya Lund, presiding; Councilmembers Matt Brown, Patricia
Byers, Holly Cousens, and Danny Herrera
Staff: City Manager Robert Harrison,Acting City Attorney Ryan Bleek, and City Clerk

Absent and Excused: Mayor Janice Deccio and Councilmember Eliana Macias
2. Pledge of Allegiance
Mayor Pro Tern Lund led the Pledge of Allegiance.
3. Interpreter Services
Mayor Pro Tern Lund introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4. Open Discussion for the Good of the Order
A. Proclamations
National Health Center Week proclamation
Mayor Pro Tern Lund proclaimed the week of August 6-12, 2023 as "National Health Center
Week" and Rhonda Hauff,Angela Gonzales, and Christy Trotter accepted the proclamation.
5. Council Reports
None.
6. Consent Agenda
Mayor Pro Tern Lund referred to the items placed on the Consent Agenda, questioning
whether there were any additions or deletions from Council members present. There were no
changes. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion without
further discussion—see motion directly below.)
MOTION: Byers moved and Cousens seconded to approve the consent agenda. The
motion carried by unanimous vote; Deccio and Macias absent.

7. Public Comment
Tony Courcy, resident, spoke on several topics.
PUBLIC HEARINGS
8. Final public meeting to receive comments on the proposed 2023 Annual Action Plan Draft for
Community Development Block Grant BG) and HOME Investment Funds
Assistant City Manager Rosylen Oglesby briefed Council on the 2023 Annual Action Plan
Draft, describing how the City intends to use the funds from HUD in the fiscal year 2023 to
address Yakima's housing and community development needs.
Mayor Pro Tem Lund opened the public meeting.
Rick Glenn, resident and President of the Yakima Valley Landlords Association, questioned the
tenant and landlord responsibility in addressing code enforcement violations. Mr. Glenn also
expressed concern regarding housing opportunities for renters and the burden of increased
requirements. He stated that the cost of those requirements on landlords contribute to higher
rental prices.
Patricia Hoendermis, Secretary of the Yakima Valley Landlords Association, voiced concerns
regarding affordable housing funding being spent in a similar way each year with no
improvement to the Annual Action Plan. She requested funding allocation for assistance to
struggling landlords who have had substantial damage to property or to help cover legal fees in
eviction processes.
Tony Courcy, resident, briefly mentioned his experience with providing housing.
Lee Murdock via Zoom, Director of Homeless Community of Yakima Valley, applauded the City
for investments to assist with housing for residents experiencing homelessness.
Councilmember Brown asked about having a 50/50 sidewalk repair program to extend the use
of future funds. Following public comment and Council discussion, Mayor Pro Tem Lund
closed the meeting.

9. 2023 Vacant Building Safety Project 2nd Quarter Report
Code Administration Manager Glenn Denman reported on the 2023 2nd Quarter Vacant
Building Safety Project implementation efforts.

11. Adjournment
MOTION: Brown moved and Herrera seconded to adjourn to the next Council study
session on August 8, 2023 at 4:00 p.m. at the Washington Fruit Community Center. The
motion carried by unanimous vote; Deccio and Macias absent. The meeting adjourned at 6:18
p.m.

2. Public comment (allow 15 minutes)
Judy Sinclair, City resident, commented on lack of ADA sidewalks for wheelchair accessibility
to restrooms at Miller Park and adding signage to inform community about the mobile health
clinics at the Washington Fruit Community Center.
Joe Mann, City resident, note the importance of preserving the history and the heritage of
the trolleys as being one of the last urban trolleys in the nation.
3. Municipal Court Budget Presentation
Presiding Judge Kelley Olwell and Judge Aryn Masters briefed the Council on municipal
court operations, potential budget reductions and the service impacts of those proposed
reductions.
4. Update on Trolley Bridge Analysis
City Engineer Bill Preston introduced Craig Mallow(available via speaker phone),
Professional Engineer with Sargent Engineers, Inc., the firm selected to conduct the
engineering inspection of the Yakima Valley Trolley Bridge over the Naches River. Sargent
Engineers, Inc., was tasked with performing a fracture critical inspection of the bridge
including all truss members both top and bottom; ultrasonically testing the bridge pins and
other elements for cracking and significant flaws; providing a structural analysis of the South
Abutment; preparing a report that documents current conditions and compares it to the last
Fracture Critical Analysis done in 2008, including pictures; and providing recommendations
and a cost estimate of repairs and maintenance.
The findings of the inspection report concluded that the trolley bridge should remain closed

to trolley traffic until the necessary repairs are made. Sargent Engineers, Inc. recommended
replacing damaged and decayed timber stringers, timber deck ties, replacing the south
timber abutment, performing ultrasonic pin testing, monitoring Pier 3 foundation for scour, and
brushing back overgrown vegetation.
5. Adjournment
MOTION: Brown moved and Byers seconded to adjourn to the next Council regular
meeting on August 15, 2023 at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote; Lund absent. The meeting adjourned at 5:11 p.m.
