Roll Call Present: Mayor Janice Deccio, presiding; Assistant Mayor Soneya Lund (attending via Zoom) and Councilmembers Matt Brown, Patricia Byers, Holly Cousens (attending via Zoom), Danny Herrera and Eliana Macias (attending via Zoom and present at 5:35 p.m.) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge Vllasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Proclamations i. Draft National Health Center Week proclamation MOTION: Brown moved and Herrera seconded to approve the proclamation. The motion carried by unanimous vote, Macias absent. 5. Council Reports A. Downtown parking plan proposal endorsement letter from Downtown Association of Yakima (DAY) City Manager Bob Harrison described the parking plan proposal endorsed by the Downtown Association of Yakima and requested Council direction.After discussion, MOTION: Lund moved and Byers seconded to direct staff to prepare changes to the ordinance and policy as presented to City Council by DAY. The motion carried by a 6-0 vote; Cousens not voting due to technical issues at the time of the roll call vote. Later in the meeting, Councilmember Cousens stated she would have voted yes. 6. Consent Agenda Page 1 of 4 184 Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Byers moved and Brown seconded to approve the consent agenda. The motion carried by unanimous vote. A. Approval of minutes from the July 5, 2023 City Council regular meeting and July 11, 2023 City Council study session B. 2023 2nd Quarter Treasury Report C. Approve payment of disbursements for the period June 1-30, 2023 D. Project Completion and Contract Acceptance with Active Construction Inc. for the Naches River Water Intake Project AC2335 E. Project Completion and Contract Acceptance with Central Paving LLC for the McClure Elementary School Safety Improvements Project 2473 and the 16th Avenue Sidewalk Extension Project 2531 F. Resolution declaring a 2017 Isuzu FTR/Heil rear loader(ER3362)surplus and authorizing its disposal per Surplus Disposal Policy 3-100 RESOLUTION NO. R-2023-097,A RESOLUTION declaring a 2017 Isuzu FTR/Heil rear loader(ER3362)surplus and authorizing its disposal per Surplus Disposal Policy 3-100. G. Resolution authorizing a multiple award for Bid 12320 Rifles& Equipment for the Yakima Police Department RESOLUTION NO. R-2023-098,A RESOLUTION authorizing a multiple award for Bid 12320 Rifles and Equipment for the Yakima Police Department. H. Resolution accepting Change Order No. 1 to City Contract 2023-065 with Prospect Construction, Inc.for Project WP2631 Primary Clarifier Rehabilitation RESOLUTION NO. R-2023-099,A RESOLUTION accepting Change Order No. 1 to City contract 2023-065 with Prospect Construction, Inc. for Project WP2631 Primary Clarifier Rehabilitation. Resolution to accept a Washington State Department of Natural Resources Grant for the development of an Urban Forestry Management Plan RESOLUTION NO. R-2023-100,A RESOLUTION accepting and authorizing an Agreement with the Washington State Department of Natural Resources for a grant through the Community Forestry Assistance program. J. Resolution awarding and authorizing an agreement with CWA, Inc. dba Airport Shuttle, for Yakima-Ellensburg Commuter Service RESOLUTION NO. R-2023-101,A RESOLUTION awarding of RFP 12321P and authorizing an agreement with CWA LLC., dba;Airport Shuttle for Yakima-Ellensburg Page 2 of 4 185 Commuter Services. K. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations from unappropriated fund balances within various funds for expenditure during 2023 for various purposes (Second Reading) ORDINANCE NO. 2023-031,AN ORDINANCE amending the 2023 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2023 for various purposes. 7. Public Comment Walt Ranta, City resident, spoke regarding changes to Yakima Avenue to make downtown more pedestrian and bicycle friendly, increase free parking spaces using diagonal parking, and to allow for wider outdoor seating for downtown restaurants. Kathy Kramer, City resident, CEO of State Fair Park, thanked Council for their support of the fireworks display at State Fair Park's 4th of July celebration and asked for continued financial support for this event. Joe Lewis Daniels, Jr., City resident, expressed concern about the relationships between local law enforcement agencies and the local black community and encouraged improving those relations. Curt Wilson, Downtown Association of Yakima (DAY), thanked Council for their support of the proposed changes to downtown parking and asked that Council include language to ensure funds are earmarked for downtown parking lot maintenance needs. Joe Mann, City resident and downtown business owner, thanked Council for their support and cooperation in working to improve downtown parking. Mr. Mann also encouraged use of the funds generated by parking permits be directed towards maintenance of the parking lots. Patty Hoendermis, thanked Council for their support of downtown parking plan. Andrew Reyes, City resident, spoke regarding courts of limited jurisdiction and civil rights regarding small claims. DEPARTMENT ITEMS 8. Ordinance amending City of Yakima Municipal Code Chapter 1.92 relating to the Yakima Air Terminal for the purpose of allowing parking fees to be assessed in public parking areas and controlled parking areas, addressing failure to respond to parking citations, addressing vehicle impoundment as it relates to parking, and addressing enforcement personnel City Attorney Sara Watkins briefed the Council on the ordinance amending Chapter 1.92 relating to parking provisions at the Yakima Air Terminal. The City Clerk read the ordinance by title only. MOTION: Byers moved and Brown seconded to pass the ordinance. The motion carried by unanimous vote. ORDINANCE NO. 2023-032,AN ORDINANCE amending City of Yakima Municipal Code Chapter 1.92 relating to the Yakima Air Terminal for the purpose of allowing parking fees to be Page 3 of 4 186 assessed in public parking areas and controlled parking areas, addressing failure to respond to parking citations, addressing vehicle impoundment as it relates to parking, and addressing enforcement personnel. 9. Other Business None. 10. Adjournment MOTION: Brown moved and Byers seconded to adjourn to the next Council study session on July 25, 2023, at 4:00 p.m. at the Harman Senior Center. The motion carried by unanimous vote.
