Roll Call Present: Mayor Janice Deccio, presiding; and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Hen-era, Eliana Macias (present at 5:32 p.m. via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra Absent and Excused:Assistant Mayor Soneya Lund 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge VIlasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order None. 5. Council Reports None. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6E was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Herrera seconded to approve the consent agenda as amended. The motion carried by unanimous vote; Lund absent. A. Approval of minutes from the June 20, 2023 City Council regular meeting and June 27, 2023 City Council study session B. Project Completion and Contract Acceptance with Superior Walls LLC for the 2nd Page 1 of 3 180 St Landscaping Renovation Project 2441 C. Resolution authorizing an agreement with RH2 Engineering, Inc. to provide engineering services for City of Yakima Project WF2761 Biosolids Dewatering Improvements at the Wastewater Treatment Plant RESOLUTION NO. R-2023-094,A RESOLUTION authorizing an agreement with RH2 Engineering, Inc. to provide engineering services for City of Yakima Project WF2761 Biosolids Dewatering Improvements at the Wastewater Treatment Plant. D. Resolution authorizing an amendment to the Yakcorps ILA to allow Yakima County to act as the fiscal agency and to create an additional operating committee RESOLUTION NO. R-2023-095,A RESOLUTION authorizing an amendment to the Yakima Consortium for Regional Public Safety (YAKCORPS)to allow Yakima County to act as the fiscal agency and to create an additional operating committee. E. This item was removed from the consent agenda F. Ordinance amending the Yakima Municipal Code to place certain fees and charges in the City of Yakima Master Fee Schedule ORDINANCE NO. 2023-029,AN ORDINANCE amending the Yakima Municipal Code to place certain fees and charges in the City of Yakima Master Fee Schedule. Items Removed from the Consent Agenda A. Resolution authorizing an air service agreement with Alaska Airlines for a Minimum Revenue Guarantee not to exceed $500,000 for a one-year term to provide additional air service for the Yakima Air Terminal-McAllister Field Councilmember Byers requested this item removed from consent for an update on the status of pledges and clarification on the use of the Minimum Revenue Guarantee funds. The City Clerk read the resolution title only. MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote; Lund absent. RESOLUTION NO. R-2023-096,A RESOLUTION authorizing an Air Service Agreement with Alaska Airlines, Inc. for a minimum revenue guarantee to provide additional air service for the Yakima Air Terminal-McAllister Field. 7. Public Comment Joe Mann, resident, submitted a letter and informed Council that the Downtown Association of Yakima (DAY) has endorsed the downtown parking proposal presented by himself, Ben Hittle, and Steve Mercy. Mann also introduced Curt Wilson as the new DAY Executive Director and extended an invitation to their upcoming monthly board meeting on July 11th. Tony Courcy, resident, spoke regarding various matters. Andrew Reyes, resident, voiced concern about the handling of his court order case. DEPARTMENT ITEMS Page 2 of 3 181 8. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations from unappropriated fund balances within various funds for expenditure during 2023 for various purposes(First Reading) Jennifer Ferrer-Santa Ines, Director of Finance and Budget, briefed Council on the first reading of the budget amendment. The City Clerk read the ordinance by title only. AN ORDINANCE amending the 2023 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2023 for various purposes. 9. Ordinance amending the City of Yakima Municipal Code Chapter 1.92.050(B) relating to Airport ground control and security-Vehicle Parking Assistant City Attorney Brian Aaron briefed the Council on the proposed ordinance related to issuing citations for parking violations at the airport. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Byers seconded to pass the ordinance. The motion carried by unanimous vote; Lund absent. ORDINANCE NO. 2023-030,AN ORDINANCE amending the City of Yakima Municipal Code Chapter 1.92.050(B) relating to Airport ground control and security-Vehicle Parking— infractions—increase in monetary penalty. 10. Other Business None. 11. Adjournment MOTION: Byers moved and Cousens seconded to adjourn to the next Council study session on July 11, 2023, at 4:00 p.m. at the Yakima Convention Center Room G. The motion carried by unanimous vote; Lund absent.
