Consent Agenda Matt Brown, Patricia Byers, p.m. via Zoom) and City Clerk Rosalinda announced interpreter services are available in Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6E was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see motion directly below.) MOTION: Cousens moved and Herrera seconded to approve the consent agenda as amended. RM23-096, A RESOLUTION authorizing an Air Service Agreement with Alaska Airlines, Inc. for a minimum revenue guarantee to provide additional air service for the Yakima Air Terminal -McAllister Field. Public Comment Joe Mann, resident, submitted a letter and informed Council that the Downtown Association of Yakima (DAY) has endorsed the downtown parking proposal presented by himself, Ben Hittle, and Steve Mercy. Mann also introduced Curt Wilson as the new DAY Executive Director and extended an invitation to their upcoming monthly board meeting on July 11th. Tony Courcy, resident, spoke regarding various matters. Andrew Reyes, resident, voiced concern about the handling of his court order case. DEPARTMENT ITEMS Page 2 of 3 8. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations from unappropriated fund balances within various funds for expenditure during 2023 for various purposes (First Reading) Jennifer Ferrer -Santa Ines, Director of Finance and Budget, briefed Council on the first reading of the budget amendment. The City Clerk read the ordinance by title only. AN ORDINANCE amending the 2023 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2023 for various purposes. 9. Ordinance amending the City of Yakima Municipal Code Chapter 1.92.050(B) relating to Airport ground control and security - Vehicle Parking Assistant City Attorney Brian Aaron briefed the Council on the proposed ordinance related to issuing citations for parking violations at the airport. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Byers seconded to p the ordinance. The motion carried by unanimous vote; Lund absent.
