For Meeting of: July 5, 2023 ITEM TITLE: Resolution authorizing an amendment to the Yakcorps I LA to allow Yakima County to act as the fiscal agency and to create an additional operating committee SUBMITTED BY: Erica McNamara, Public Safety Communications Manager SUMMARY EXPLANATION: The City currently is a member of the Yakima Consortium for Regional Public Safety (Yakcorps). The consortium is comprised of public safety entities throughout the county and is responsible for the administration of the regional CAD system known as Spillman. Staff recommends the proposed changes as Yakima County currently prepares the annual billing for Spillman. This change would consolidate and streamline the process. The addition of the Public Safety Radio Communications committee is also recommended as this is the most efficient forum to address interoperability issues county -wide. R-2023- RESOLUTION authorizing an amendment to the Yakima Consortium for Regional Public Safety (YAKCORPS) to allow Yakima County to act as the fiscal agency and to create an additional operating committee. WHEREAS, the City of Yakima (CITY) and the other undersigned public safety entities have previously entered into an Interlocal Agreement for the Yakima Consortium for Regional Public Safety, City Contract Number 2010-068, and WHEREAS, the parties desire to identify the fiscal agency as Yakima County; and WHEREAS, the parties desire to create an additional operating committee known as the Public Safety Radio Communications; and WHEREAS, all parties believe this cooperation will provide mutual advantage; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to accept and execute the amendment to the Interlocal Agreement between the City and the public safety entities in Yakima County to allow Yakima County to act as the fiscal agency and to create an additional operating committee. The Qty-&��_Yaklrna County shall act as the fiscal agent for YAKCORPS. All YAKCORPS funds shall be deposited with and disbursed by the Yakima Gity--Count Treasurer's office, pursuant to vouchers approved by (1) the Chair of the Executive Board or authorized designee, or (2) the Chair of the Operations Board, or authorized designee, if such expenditure is authorized within the approved budget, or by (3) the Consortium's Technology Services Provider, for expenditures less than $7,500, if such expenditure is authorized within the approved budget and if the Service Provider is also an employee of a Consortium B. Emergency Situations: However, not withstanding the above, inthe case ofanemergency, the Service Provider Director and/or the Chair of the Operations Boais/are authorized to purchase materials, equipment and professional services for the purpose of ..nf(1) preventing an imminen t syste m that would cause an emergency situation for one or more members ofthe Consortium, or restoring the public safety systems to an operational status during an emergency situation. TheConsortiumn will be fully liable for the actions and purchases of the Service Provider Director an- theOperatioDsBoardChmirduhnQan'emergencyoituatinn. 1. For the purposes ntedOca|Agreement, asystem emergency shall mean anactual or imminent failure of the Consortium's system the nature of which could jeopardize the security or confidentiality of system information and/or cause critical elements of the Consortium's system to stop functioning properly and thereby jeopardize the safety and security nfcitizens, public safety employees ortheir property. 2. It is intended that the Consortium's systems shall include those systems owned and operated by, or on behalf of, the Consortium, including software and server hardware and as defined in Article 15, herein. It is further intended that the Consortium's systems do not include systems, services and/or hardware that may be necessary for the proper operation of the Consortium systems, but are not owned , / operated by the Consortium; such as the communications network, jurisdictions' individual workstations and the like.
