Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of minutes from the June 6, 2023 City Council regular meeting and June 13, 2023 City Council study session B. Approve payment of disbursements for the period May 1-31, 2023 C. May 2023 Investment Transaction Report D. Project Completion and Contract Acceptance with Total Site Services LLC for the Yakima Convention & Event Center North Expansion Project 2498 E. Resolution authorizing an amendment to contract with the United States of America Bureau of Reclamation for repayment of Safety of Dams cost F. Resolution authorizing application for and, if awarded, to accept grants from the Federal Aviation Administration (FAA) for Snow Removal Equipment (Runway Plows capital improvements at the Yakima Air Terminal-McAllister Field G. Resolution accepting Change Order No. 6 to City contract 2021-104 with Northbank Civil and Marine, Inc. for Phase 1 of Project No. IC2010 Nelson Dam Removal: Water Supply, Riverine Process and Fish Passage Improvements H. Resolution amending the interlocal agreement with Yakima County to adopt the 2023 Yakima County Solid and Hazardous Waste Management Plan Resolution amending a contract with Opportunities Industrialization Center of Washington to provide transportation between the Henry Beauchamp Jr. Community Center and Franklin Pool J. Resolution authorizing an amendment to grant contract 22-56104-035 with the Department of Commerce to provide additional funding to private and public utilities to help address residential customer arrearages as a result of the COVID pandemic K. Resolution authorizing an agreement with Preferred Industrial Electric LLC for the Yakima Rotary - City Park Light Projects 2751, 2752 and 2753 L. Resolution authorizing an agreement with Cortez Fencing for the construction of fencing along Naches Parkway M. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 7. Public Comment There w ll be 35 minutes allotted for public comment with two and a half (2 1/2) minutes per speaker in order to allow as much opportunity as possible for audience participation. Written communication and e- mail messages are strongly encouraged. PUBLIC HEARINGS 8. Public meeting to receive comments on the 2022 Consolidated Annual Performance Evaluation Report (CAPER) regarding HUD funded housing and supportive services 9. Public hearing to consider: A) Resolution adopting the Six-Year Transportation Improvement Program for the period of 2024 through 2029, and to amend the Transportation Systems Plan 2040; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element 10. Public hearing and Ordinances to consider the Yakima Planning Commission's recommendation regarding 2023 proposed text amendments to Titles 14, 15 and 16 DEPARTMENT ITEMS 11. Update on condition of structures on W Nob Hill Blvd in the Vicinity of S 30th Ave 12. Ordinance amending City of Yakima Municipal Code Chapter 6.08 Drug Related Offenses to adopt provisions of SB 5536 ("Blake Fb?')which regulates possession of counterfeit, controlled, and legend drugs, drug paraphernalia, and drug use in public, repealing YMC 6.08.060 and RCW 69.50.425, RCW 69.41.070, YMC 6.08.030, YMC 6.08.210, and YMC 6.08.300 as housekeeping measures. 13.
