A RESOLUTION to amend the Six-year Transportation Improvement Program (TIP) for the
period of 2010 through 2015 to include projects affecting the City's
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year TIP for
the construction or repair of streets in the City of Yakima for the ensuing six year period, all as
contemplated and required by State RCW 35.77.010 and applicable Federal law, and
WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP, and
WHEREAS, this amendment is limited to incorporation of the projects listed in 6 -Year
Transportation Improvement Plan for the period of 2010 to 2015 to the Capital Facilities Element
of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided under
RCW 36.70A.130(2B) and RCW 35.77.010, and
WHEREAS, a public hearing has been held by the Yakima City Council on amending the
6 -Year Transportation Improvement Plan on Tuesday, April 6, 2010, with proper public notice as
required by RCW 35.77.010
BE IT'RESOLVED BY. THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted 6 -Year Transportation Improvement Plan for the period of 2010 through 2015 for
the City of Yakima, shall be amended as shown on the revised 6 -Year Transportation
Improvement Plan attached.

SUMMARY EXPLANATION:
The Six-year Transportation Improvement Program (TIP) is a list developed by the City that includes all of
its transportation related projects. The City's existing six-year TIP has a list of projects that amount to
around $163 million. Only projects that are listed as having funding secured are guaranteed to be
constructed.
Each year near the end of June, the City is required by RCW 35.77.010 and RCW 36.81.121 to update its
six-year TIP for submittal to the Washington State Department of Transportation. This plan must include all
transportation projects for which state gas tax revenue of federal revenue will be used. Once the TIP has
been approved by the City Council, it is then added to the Statewide Transportation Improvement Program
(STIP). Only projects that are listed on the STIP can be approved by the Federal Highway Administration
(FHWA) and the Federal Transit Administration (FTA) to utilize federal funds. The STIP is a prioritized
program of transportation projects, complied from local and regional plans, along with the Washington
Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal
transportation network in the State of Washington.
The STIP can be amended during the year to add projects that become available for federal or state
funding. The first step to amend the STIP is for the City to amend its six-year TIP.

Attached is a copy of the proposed amended Six -Year Transportations Improvement Plan (TIP) for the
2010-2015 planning period. The proposed amendments consist of the following projects:
1. Nob Hill Boulevard — 49th Avenue to 64th Avenue (existing TIP project #9). This project is
proposed to be divided into two phases. Phase 1 (updated TIP Project #9) consists of widening
and installing curb, gutter and sidewalk on each side of 64th Avenue from its intersection with
Nob Hill Boulevard to 400 feet north, and making improvements to the north side of Nob Hill
Boulevard between 53rd Avenue and 64th Avenue, by widening and installing curb, gutter,
sidewalk and stormwater treatment. Phase 2 (TIP Project #77) consists of making
improvements to the south side of Nob Hill Boulevard between 49th Avenue and 64th Avenue
and the north side of Nob Hill Boulevard from 49th Avenue to 53rd Avenue, by widening,
installing curb, gutter, sidewalk and stormwater treatment, and overlaying the full width of Nob
Hill from 49th Avenue to 64th Avenue.
The project must be divided into phases in order to meet eligibility requirements for $925,000 of
federal funds through the proposed JOBS bill.
2. 18th Street Underpass (TIP Project #78). Develop a Type, Size and Location report on the 18th
Street Underpass todetermine how to repair or replace this bridge, which has the lowest
structural deficiency, rating of all bridges in the city. The Federal Bridge Program has issued a,
call for bridge projects, and staff proposes to apply for funds to address this issue.
. 88th Avenue — Tieton Drive to Summitview Avenue (TIP Project #79). Construct sidewalk on the
east side of 88th Avenue from Tieton Drive to Summitview Avenue to improve pedestrian safety
on this school route that lacks sidewalks.
4. West Valley Transit Center (TIP Project #80). The City's Transit Division applied for a federal
grant to purchase property for a West Valley Transit Center. This funding is for property
purchase only. Once the property has been purchased, design of the facility can begin.
