ITEM TITLE: Resolution authorizing acceptance of a YVCOG CMAQ Award for
$500,000 for the 2024 Northside Alley Paving Project 2759

SUMMARY EXPLANATION:
The City of Yakima (City) received a Congestion Mitigation Air Quality(CMAQ)grant from Yakima
Valley Conference of Governments (YVCOG)to pave the graveled alleyways in the vicinity
between N. 6th Avenue to Willow Street. The City will pave approximately 4500 LF of north/south
alleys between N. 6th Avenue and N. 3rd Avenue, from W. D Street to Willow Street.
The CMAQ grant approved $500,000 which provides for 86.5% of the funding and the City will
be required to provide 13.5% in matching funds.

RESOLUTION NO. R-2023-
A RESOLUTION authorizing acceptance and execution of a YVCOG Congestion Mitigation
& Air Quality (CMAQ) Grant award of $500,000 for 2024 Northside Alley
Paving Project 2759
WHEREAS, on April 18, 2023 the city council approved Resolution R-2023-064 to accept
the updated Transportation Improvement Program to include the 2024 Northside Alley project
2759; and
WHEREAS, the City is improving and paving approximately 4500 lineal feet of north/south
alleys between N 6th Ave and N 3rd Ave, and from W"D" Street to Willow Street; and
WHEREAS, the City of Yakima was selected to receive $500,000, in federal funding
through the 2022-2026 YVCOG Congestion Mitigation & Air Quality (CMAQ) Funding Program
and was approved by the YVCOG Transportation Policy Board; and
WHEREAS, the CMAQ grant provides for 86.5% of the funding and the CITY provides
13.5% matching funds; and
WHEREAS, WSDOT administers federal funds on behalf of the Federal Highway
Administration; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept and execute the grant agreement with WSDOT for the 2024 Northside
Alley Paving project 2759, and authorize the City Manager to take all necessary steps to
execute the grant agreement, necessary contracts, and administer the funds received from
WSDOT; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City Manager is hereby authorized to accept the YVCOG Congestion Mitigation
& Air Quality (CMAQ) Grant, not to exceed Five Hundred-Thousand Dollars ($500,000.00) as
described in the award letter, and directed to take all necessary steps to secure the funding for
the 2024 Northside Alley Paving Project 2759.
Section 2. The appropriate administrative officials of the City are hereby authorized to receive
monies and to expend the same as authorized by the CMAQ award.
Section 3. The City Manager, or his designee, shall have responsibility for the administration of
said funds and expenditure of said funds received pursuant to the CMAQ award, and the budget
submitted therewith for the grant.
Section 4. The City Council hereby authorizes the City Manager to execute any and all
contracts necessary and not to exceed the budgeted amounts outlined in Exhibit "1", and enter
into any other necessary agreements or documents to accomplish the 2024 Northside Alley
Paving Project 2759 funded through the CMAQ award.
Section 5. Severability. If any section, subsection, paragraph, sentence or clause of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not affect
the validity or constitutionality of the remaining portions of the resolution.

Award—Yakima 2024 Northside Alley Paving
Dear Mayor Deccio,
Congratulations! The 2022/2023 competitive process for the Yakima Valley Conference of Government's
(YVCOG's) Congestion Mitigation &Air Quality (CMAQ) Funding Program is complete and the YVCOG
Transportation Policy Board approved $500,000 in CMAQ funds toward the City of Yakima's 2024
Northside Alley Paving Project(construction phase).
Project progress reports will be required for all regional CMAQ funded projects as part of the monthly
YVCOG Transportation Technical Advisory Committee meeting(s). Any changes in federal funding
amounts or anticipated obligation dates must be reported as soon as possible.
The project can be entered into the City of Yakima's Transportation Improvement Program according to
the following schedule:
• Obligation year=2023; (2021-22 carryover, 2023) CMAQ funding=$50,000 (PE Phase)
• Obligation year=2024; CMAQ funding=$450,000 (CN Phase)
Projects must be included in the State Transportation Improvement Program (STIP) before these federal
funds can be obligated. If you have any questions concerning STIP amendments, please contact Alan
