Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services • Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order 4 A. Proclamations X i. Draft Juneteenth proclamation MOTION: Cousens moved and I-lerrera seconded to approve the proclamation. The motion carried by unanimous vote. ii. Draft Pride Month proclamation MOTION: Cousens moved and Macias seconded to approve the proclamation. The motion carried by a 5-2, Brown and Byers voting no. iii. Draft Narcissa Whitman Chapter, NSDAR Day proclamation MOTION: Byers moved and Brown seconded to approve the proclamation. The motion carried by unanimous vote. iv. Missing and Unidentified Persons Awareness Month proclamation Mayor Deccio proclaimed May 2023 as "Missing and Unidentified Persons Awareness Month" and Michelle Joe accepted the proclamation. B. Presentations/ Recognitions/ Introductions Page 1 of 5 3 Recognition of Councilmember Patricia Byers for achieving an Advanced Certificate of Municipal Leadership Tonia Sugarman, Director of Member Services (via Zoom), with the Association of Washington Cities (AWC), recognized Councilmember Byers for achieving an Advanced Certificate of Municipal Leadership. The program recognizes elected officials for accomplishing training in five core areas: roles, responsibilities, and legal requirements; effective local leadership; community planning and development; public sector resource management; and diversity, equity, and inclusion. Councilmember Cousens presented the award to Byers. ii. Introduction of Purchasing Manager Kristine White Director of Finance and Budget Jennifer Ferrer-Santa Ines introduced Kristine White as the new Purchasing Manager. 5. Council Reports A. Discussion about establishing a coalition of community partners to address chronic repeat offenders of misdemeanor crime 4, Assistant Mayor Lund introduced the concept of establishing a coalition of community partners to address chronic repeat offenders of misdemeanor crimes.After Council discussion, City Manager Harrison stated staff would begin identifying partners to participate. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6K was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Lund moved and Byers seconded to approve the consent agenda as amended. The motion carried by unanimous vote. A. R-2023-067,A RESOLUTION authorizing a construction grant application for the Yakima Air Terminal Taxilane Charlie Extension project to the Federal Aviation Administration (FAA)for Capital Improvement Projects at the Yakima Air Terminal- McAllister Field. I. Resolution authorizing a contract with Thomson Reuters for legal research database usage RESOLUTION NO. R-2023-068,A RESOLUTION authorizing a contract with Thomson Reuters for legal research database usage. J. Resolution authorizing an agreement with Troy Lee and Associates to provide public defense services for indigent defendants RESOLUTION NO. R-2023-069,A RESOLUTION authorizing an agreement with roy Lee and Associates to provide public defense services for indigent defendants. K. This item was removed from the consent agenda L. Ordinance adopting the City Council's decision on Rezone, Type 2, and Administrative Adjustment requests located in the vicinity of 1406 S Fair Avenue 1 909 LaFollette Street RZ#001-22, CL2#025-22, and ADJ#024-22 ORDINANCE NO. 2023-017,AN ORDINANCE rezoning parcels 191330-41485 and 41486 from Two Family Residential (R-2)to local Business (B-2), amending the Zoning Map of the City of Yakima, and approving the automobile sales use and the requested administrative adjustments. Items Removed from the Consent Agenda A. Resolution authorizing the removal of 9 S 10th Ave from the local historic register Councilmember Byers requested this item removed from consent for clarification. Planning Manager Joseph Calhoun briefed Council on the application and process for request of removal of the John J. Miller House from the Yakima Register of Historic Places by the property owner. The City Clerk read the resolution by title only. MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2023-070,A RESOLUTION relating to historic preservation: Removing the John J. Miller House, 9 S 10th Avenue, from the Yakima Register of Historic Places. 7. Public Comment Lisa Graham,Art Awareness Project, spoke regarding parking in the area of her residence and business. The neighborhood would prefer angle parking be added to this area and a one-way street going into the angled parking. Tony Courcy, resident, spoke regarding several matters. Page 3 of 5 5 DEPARTMENT ITEMS 8. 2023 Vacant Building Safety Project 1st Quarter Report Code Administration Manager Glenn Denman reported on the 2023 1st Quarter Vacant Building Safety Project implementation efforts. Councilmember Byers inquired about the status of two properties on Nob Hill Blvd. Staff indicated they will provide and update. 9. Update on the relocation of Refuse Service from Alleys to the Street Curb Solid Waste and Recycling Manager Trace Bradburn provided an update on the status of relocating refuse service from alley to the street curb and noted a decrease in illegal dumping. He also stated the Clean City Program is able to focus on other areas rather than alleyways. 10. Resolution authorizing $125,000 of ARPA Funds for air service fund Assistant City Manager Rosylen Oglesby briefed Council on the efforts to support the development of additional air service at the Yakima Air Terminal-McAllister Field. R-2023-071,A RESOLUTION authorizing the use of$125,000 of ARPA Funds to support the development of additional air service at Yakima Air Terminal McAllister Field. 11. Ordinance amending the City of Yakima Municipal Code Section 1.34 related to the Community Integration Committee Communications and Public Affairs Manager Randy Beehler briefed Council on the amendments to the Yakima Municipal Code Section 1.34 related to the Community Integration Committee. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Macias seconded to pass the ordinance. The motion carried by unanimous vote. ORDINANCE NO. 2023-018,AN ORDINANCE amending the City of Yakima Municipal Code Section 1.34 concerning the Community Integration Committee. 12. Other Business None. 13. Public comment(allow 15 minutes) Carol Guthrie, resident, spoke against plans to eliminate Fire Station 92 and voiced concerns regarding increased response times, boss of property and potential for loss of life for residents and firefighters. 1 1 IIIIIP- y Kenton Gartrell, resident, spoke against incredsing taxes and believes the revenue options proposed by the Fire partment would have short-term benefits. Shar St. Hilaire, re ident, share oncerns about fire coverage for the area including the new developments that wi impa d. Kory Simmons, resident, spoke against closing Station 92 due to increased response times caused by coverage in other areas and that he supports more business and raising taxes. Jeanna Hernandez, resident, stated she does not believe that the information regarding budget cuts is being presented accurately and that the Council needs to set policy and stand by the policies they set. 3. Resolution authorizing an agreement with the Yakima Area Arboretum for the operation and maintenance of Yakima's arboretum City Attorney Watkins briefed Council on the status of the contract with the Yakima Area Arboretum, noting the Arboretum requested additional time for negotiations. 4. Report regarding cruise nights Police Captain Seely reviewed possible changes to the ordinance and discussed Police Page 1 of 2 8 Department overtime costs associated with cruising events. After Council discussion, MOTION: Byers moved and Lund seconded to direct City Staff to bring an ordinance to change the cruise time to 6:30 p.m. -9:30 p.m. and also to follow through with our existing policy of no semi-trucks on Yakima Ave. The motion carried by unanimous vote, Macias absent. MOTION: Cousens moved and Lund seconded to bring to a future Council meeting a review of events, including cruise nights. The motion carried by unanimous vote, Macias absent. 5. Yakima Fire Department Budget Presentation Chief Markham presented a PowerPoint on the Fire Department budget reduction proposal. Deputy Chief Goldsmith reviewed medical calls responded to ' crews at Station 92.
