For Meeting of: June 6, 2023 ITEM TITLE: Discussion regarding a Feasibility Study concerning the formation of a Regional Fire Authority SUBMITTED BY: Aaron Markham, Fire Chief SUMMARY EXPLANATION: At the Council Study Session on May 23, 2023, Council directed staff to add a discussion on proceeding with a Regional Fire Authority Study to the next business meeting agenda. Chief Markham will present next steps. ITEM BUDGETED: No STRATEGIC PRIORITY: Public Safety APPROVED FOR SUBMITTAL BY THE CITY MANAGER RECOMMENDATION: Direct Staff to move forward with hiring a consultant to conduct a feasibility study concerning the formation of a Regional Fire Authority and begin to meet with other respective agencies to determine the regional interest in participating in a Regional Fire Authority. We reached out to several consulting firms and only received responses from a couple. The costs ranged anywhere from $25,000 to $75,000; their experience in Regional Fire Authorities (RFA) in Washington State also varied. In speaking with those who were responsive, the costs vary due to the scope of work and the number of agencies that may be participating. The next step in this process, if direction is given by City Council, would be for Fire Department Administration to meet with surrounding jurisdictions and gather input from the agencies that may be interested in being part of the feasibility study and the Regional Fire Authority. This information will be necessary to complete the scope of work so that the consultant will have an idea what data will be required and to provide a more adequate timeline. Coordinating with City Purchasing to hire a consultant that is both interested and capable of conducting the work as described in the scope of work would be the following step. We will also engage IAFF LOCAL 469 in labor management meetings to go over the plans for the study and the steps that are being taken.
