STUDY SESSION
May 9, 2023

1. Roll Call
Present: Mayor Janice Deccio, presiding; and Councilmembers Matt Brown, Patricia Byers
(present at 4:16 p.m.), Holly Cousens, Danny Herrera, and Eliana Macias
Staff: City Manager Robert Harrison, Police Chief Matt Murray, Captain Shawn Boyle,
Corrections Manager Maritza Davis, City Clerk Sonya Claar Tee, and City Clerk I n-training
Rosalinda I barra
Absent: Assistant Mayor Soneya Lund (excused)
2. Public comment (allow 15 minutes)
Jeanna Hernandez and Lynn Harden, residents, commented about the Police budget issues
and noted there are other options to look at prior to reducing officer positions.
Patricia Hoendermis, on behalf of Yakima Valley Landlords Association, spoke against
eliminating the services provided to landlords and tenants through the Crime Free Rental
Program.
3. Airport service update
Assistant City Manager Rosylen Oglesby provided an update on air service at the Yakima Air
Terminal -McAllister Field. She informed Council about an upcoming meeting to discuss
commitments and financial support with business community partners and efforts for raising
funds to restore additional flights between Yakima and Seattle. Several councilmembers
expressed interest in attending the airport meeting; therefore staff will proceed with noticing it
as a Council special meeting open to the public.
MOTION: Cousens moved and Brown seconded to add a discussion of $125,000 for
the airport to the next City Council meeting. The motion carried by unanimous vote;
Lund absent.
4. Yakima Police Department Budget Presentation
Director of Finance & Budget Jennifer Ferrer -Santa Ines briefly reviewed the topics
discussed at the April 25th Council study session related to revenue options and financial
policies.

Police Chief Matt Murray presented a PowerPoint on the Police department budget reduction
proposal. After reviewing proposed reductions, Chief Murray answered questions from
Council about the impacts that the reductions will have on the services provided to the
community.
5. Executive session to consider the acquisition of real estate by lease or purchase per RCW
42.30.110(1)(b) and to consider the minimum price at which real estate will be offered for
sale or lease per RCW 42.30.110(1)(c)
MOTION: Cousens moved and Byers seconded to adjourn to Executive Session for
20 minutes for the purpose of discussing the acquisition of real estate by lease or
purchase pursuant to RCW 42.30.110(1)(b) and to consider the minimum price at
which real estate will be offered for sale or lease pursuant to RCW 42.30.110(1)
(c). The motion carried by unanimous vote, Lund absent.
Executive Session was held at 5:01 p.m. and adjourned at 5:21 p.m. at which time the
meeting reconvened.
6. Adjournment
MOTION: Cousens moved and Macias seconded to adjourn to a City Council
special meeting on May 11, 2023, at 4:00 p.m. at the Yakima Convention Center. The
motion carried by unanimous vote, Lund absent. The meeting adjourned at 5:23 p.m.
